Engineering Manager

The Capital Projects Division delivers the Public Works Department's capital infrastructure program. Core functions of the Division include design and construction project management, program management, subject matter expertise, contract oversight, and related activities. The Division is responsible for managing projects from concept through design, construction, and closeout. Projects vary widely in size, complexity, and delivery method. The Engineering Manager plans, organizes, directs, and controls engineering design, land acquisition, utility coordination, and construction services for the City's capital improvements through an organizational culture of technical competence, service, collaboration, problem-solving, and practical innovation.

In this role, the Engineering Manager will have the opportunity to make a direct and lasting impact by delivering safe and high-quality capital projects that benefit Lakewood residents and the traveling public. The projects implemented by this Division include:

  • Mobility programs (e.g. bicycle and pedestrian facilities, transit enhancements)
  • Safety initiatives (e.g. Vision Zero improvements, Safe Routes to School (SRTS))
  • Complete streets, multi-modal corridors, and pedestrian facilities
  • Storm drainage, sanitary sewer & potable water projects
  • Large, complex capital projects
  • Annual, city-wide maintenance efforts

Essential Duties and Responsibilities

  • Provides oversight and leadership for the delivery of complex, multi-disciplinary infrastructure projects and programs throughout the planning, design, land acquisition, and construction phases.
  • Manages a team of diverse professionals to deliver high-quality capital projects within the available budget and established time frames.
  • Oversees capital budget development and fiscal controls to ensure project funding complies with grant requirements, and city and department policies; monitors expenses to ensure adherence to established budgets.
  • Recommends projects for inclusion in the proposed Capital Improvement Program, including detailed cost estimates and schedules, based on City Council goals.
  • Develops and presents information and recommendations to the Director of Public Works, City Manager, Planning Commission, and City Council.
  • Consults with city leadership and stakeholders to establish project plans and goals; ensures a clear scope of work is defined and formulated for each capital project as a part of the project development process.
  • Ensures delivery of capital projects on time, within the allowed budget, and to a high level of quality. Ensures conformance with standards and industry best practices.
  • Ensures projects comply with applicable city, state, and federal regulations and standards; provides quality assurance and control checks on project deliverables.
  • Guides procurement strategies and delivery method selection (e.g. design-bid-build, design-build, CM/GC); participates in bid preparation, evaluation, negotiation, and contract administration.
  • Collaborates and communicates with other city departments, other municipalities, business organizations, private utility companies, sewer and water districts, and other internal & external stakeholders to support successful project delivery.
  • Develops and sustains productive relationships with staff at the Colorado Department of Transportation, Jefferson County, Denver Regional Council of Governments, Mile High Flood District, Metro Water Recovery District, Denver Water, and other entities.
  • Negotiates long-term agreements with entities such as RTD, metropolitan districts and other governmental entities.
  • Manages consultant and contractor performance to ensure high-quality results and services are in line with city expectations.
  • Tracks project performance, analyzes trends, identifies risks, and recommends or implements corrective actions; communicates project status, risks, and outcomes clearly and effectively.
  • Reviews and interprets engineering plans, specifications, surveys, and other construction documents.
  • Ensures timely and effective public involvement in project development through project construction.
  • Provides mentoring, technical guidance, and leadership to Division team members.
  • Collaborates closely with other Department Division Managers and other city staff.
  • Performs special projects and other assignments as determined by the Director of Public Works.

Reporting Relationships

  • Supervision Received:
    Works with considerable independence with general guidance from the Director of Public Works.
  • Supervision Exercised:
    Directly supervises the Engineering Design Group and the Construction Inspection Group. Supervision includes employee development, policy development, general guidance and advice with delegation of daily activities to the level of each recipient's capability. Establishes expectations and ensures accountability for work products and deliverables. Addresses performance issues in a timely manner.
