Hiring Range: $108,514-$132,929/annually
* Position being offered with housing available at Village Court Apartments.
Under minimal supervision, performs complex project management and professional accounting duties, including Town budget, financial statements, performance reporting, and the annual audit and Comprehensive Annual Financial Report; assures compliance to state and Federal regulations, and Town policies and procedures.
DUTIES AND RESPONSIBILITIES- Develops and manages the Town budget according to Department policy; coordinates the preparation of department and program budgets; reviews budget proposals and supporting documentation.
- Coordinates budget development with Department managers to identify requirements for personnel, supplies, services, and capital expenditures; develops annual budget, plans and schedules; coordinates the preparation of detailed budget documents; reviews and consolidates budget documents; recommends appropriate budget levels for departments and programs.
- Reviews accounting documents for budgetary impact; tracks revenue and expenditures, and monitors compliance to budget plan; provides management with timely reviews of organization's financial status, and anomalies in programs and activities.
- Manages billing cycle activities and collection of receivables; supervises, trains, counsels and evaluates Utility Billing Technician
- Monitors business license submittals; accesses and negotiates late fees on non-renewals
- Enforcing sales tax collection and remittance requirements
- Develops strategic financial plans, and revenue and expenditure estimates and forecasts; collects financial and technical information, and compiles data for reports, special analyses and financial modeling; analyzes budget and financial variables, revenue cycle and financial planning activities.
- Assists auditors as required in preparation of annual financial analyses and reports; prepares internal and external financial reports, consolidated financial statements, and Annual Comprehensive Financial Report; manages the preparation and filing of interim and special financial and performance reports.
- Interprets laws, rules, regulations and guidelines pertaining to financial procedures; monitors internal financial controls, and assures the financial activities are in compliance with all laws, policies and regulations and the organization’s strategic direction.
- Assures effective communication of financial issues; clarifies and reconciles complex financial issues; coordinates projects with Town Council, Mountain Village Owners Association (TMVOA), and other regional agencies, financial institutions, and organizations; evaluates and analyzes fiscal policies and procedures, and recommends solutions.
- Researches, organizes, compiles, summarizes and analyzes data and information for special projects and strategic planning; monitors and reconciles general ledger accounts as assigned; prepares and presents reports to management.
- Maintains professional competence in accounting principles and techniques; reviews and applies new or revised laws, regulations, and accounting standards.
- Actively works to progress the Town’s goal of zero waste and carbon neutrality by minimizing unnecessary consumption (of energy, water, paper, plastic, ink, etc.), seeking environmentally preferred products (e.g., reusable, recycled content, non-fossil fuel), and supporting environmental initiatives through participation, promotion, and accurate storytelling.
Bachelor’s degree in Accounting, Business or Public Administration or related field AND five year’s professional accounting work experience, including supervisory experience preferably in the public sector; OR an equivalent combination of education, training and experience.
Licenses/Certification(s)Certified Public Accountant (CPA) license from the Colorado State Board of Accountancy is preferred. A valid driver’s license is required.
