Summary of PositionThe VP of Treasury & Capital Markets is a senior leadership role responsible for two interconnected mandates: (1) overseeing NTEC’s day-to-day treasury operations, liquidity management, and banking relationships, and (2) leading the origination and structuring of project financing for a pipeline of up to ten large-scale energy and mining development projects. This person will serve as NTEC’s primary interface with investment banks, private equity firms, family offices, development finance institutions, and other capital partners, and will work directly with the CFO and executive leadership to develop and execute financing strategies.
This is a department-head role with one direct report today and a clear mandate to grow the team as the project pipeline matures. The right candidate is a hands-on leader who thrives in a lean, high-impact environment and is motivated by the opportunity to build a world-class treasury and capital markets function from the ground up.
- Lead the structuring and execution of project financing for NTEC’s business development, pipeline, including natural gas, carbon capture, new coal, solar, lithium, and other mining projects with individual project values in the hundreds of millions to billions of dollars.
- Leverage an existing network of investment banks, private equity sponsors, family offices, development finance institutions, and energy leaders to identify and secure optimal financing solutions.
- Develop and present multiple funding scenarios to the CFO and executive team, including debt, equity tax, public finance and hybrid structures.
- Manage due diligence processes, term sheet negotiations, and financing documentation with Capital Partners.
- Coordinate with legal counsel, financial advisors, and external consultants throughout transaction execution.
- Monitor capital markets conditions, credit markets, and financing trends relevant to energy, mining, and infrastructure projects.
- Support government and tribal financing opportunities, including DOE loan programs, IRS tax credits, and federal grants.
- Oversee daily cash management, liquidity planning, and investment of operating cash consistent with NTEC’s investment policy.
- Manage NTEC’s banking relationships, credit facilities, and revolving lines of credit.
- Develop and maintain cash flow forecasting models of short- and long-term liquidity analyses.
- Ensure compliance with debt covenants and reporting obligations across existing credit facilities.
- Lead treasury policy development, internal controls, and risk management frameworks.
- Directly manage and develop one treasury analyst, with plans to expand the team as the project pipeline advances.
- Partner closely with the CFO, CEO, and business development team to develop financing strategies aligned with NTEC’s strategic plan.
- Build and maintain complex financial models supporting investment decisions, RFP responses, and capital structure analysis.
- Support financial reporting, audit processes, and internal controls related to debt investments, and treasury operations - developing broad financial leadership experience.
- Present financing recommendations and deal updates to NTEC leadership and, as needed, to Navajo Nation stakeholders.
- Contribute to the development of NTEC's long-term financial strategy, governance frameworks, and organizational capabilities.
- 10-15 years of progressive experience in investment banking, project finance, energy finance, or infrastructure lending, ideally including a transition into a senior in-house finance or treasury leadership role.
- Demonstrated track record of closing large-scale project financings in an energy, power, or natural resources sectors.
- Established network with investment banks, private equity sponsors, infrastructure funds, family offices and/or energy leaders.
