The Domestic Violence and Sex Offender Management Unit (ODVSOM) exists to perform all tasks related to the administration of the Sex Offender Management Board (SOMB) and the Domestic Violence Offender Management Board (DVOMB), including serving as the central repository for information concerning all aspects of program administration and compliance and ensuring compliance with the statutory mandates of these programs. Each of the Boards is charged with multiple duties related to setting state-wide standards for the comprehensive evaluation, treatment and continued monitoring of convicted domestic violence and sex offenders.
Work is accomplished through the development of public policy in a collaborative environment that is inclusive of criminal justice agencies, mental health professionals, crime victim serving agencies, human services agencies and other professionals and stakeholder groups. The work is based upon research, policy and practice that are evolving in nature.
This position serves as the Adult Standards Implementation Coordinator for the Sex Offender Management Board (SOMB) within the ODVSOM. In addition, this position serves as the Community Notification Coordinator related to community-based technical assistance in the area of notification about the presence of sexually violent predators pursuant to 16-13-904 (2) C.R.S. This position serves as the staff authority in regards to the training and technical assistance support for approved providers who must adhere to and implement the Adult SOMB Standards as required per 16-11.8-103 C.R.S. This position is responsible for formulating implementation plans using change management strategies and evidence-based training techniques.
This includes responsibility for providing primary staff support to assist providers in meeting statutory requirements for approved provider status, implementing changes to Standards, and working with providers to improve practice as identified during the application, complaint, and Standards Compliance Review process administered by the Application Review Committee (ARC). This position works with the ARC to provide leadership, advice and guidance relative to implementing the statutorily mandated work of this Committee.
This position clarifies and defends policy created by the SOMB and educates stakeholders through providing statewide training and technical assistance. This includes both approved providers as well as other key criminal justice stakeholders working with the sex offender population. This position will develop implementation plans for individual providers and work to ensure the provider implements the Standards as required by the provider approval, complaint, and Standards Compliance Review processes.
This position is responsible for SOMB committee development and provides advice and guidance to those committees that make recommendations to the SOMB on policy issues regarding the implementation or periodic revisions of the Standards. This work requires that this position also provide statewide training related to the work of those committees. This requires knowledge and analysis of sex offender research, laws, policy development, statewide collaboration, standards and treatment.
This position develops and implements training curriculums and training presentations that result in the development of valid and reliable curriculum that can be used to assist criminal justice agencies statewide. This position will also be the lead for those SOMB committees and related communication, collaboration and other professional communication statewide regarding the issues those committees are addressing on behalf of the SOMB.
This position serves as the subject matter expert and leading staff authority on the treatment and management of adult sex offenders and community notification of Sexually Violent Predators, in concert with the Sex Offender Management Board (SOMB).
