General Description

Performs complex (journey-level) to highly complex (senior-level) consultative services and technical assistance work. Work involves planning, developing, and implementing guidelines, both within TWDB and externally, to ensure compliance with the TWDB's programs. Establishes goals and objectives. Develops guidelines, forms, procedures, policies, rules and regulations. Develops schedules and setting priorities, and coordination with cross‑divisional and/or cross‑agency teams to maintain standards for achieving established goals.

Represents TWDB and its programs to citizen groups and governmental agencies. Leads and serves as a point of contact for the Flood Infrastructure Fund (FIF) Program. Oversees and/or participates in special projects/programs as assigned by the Manager, Division Director, Assistant Deputy Executive Administrator, or Deputy Executive Administrator. May train others. Works under general to limited supervision with moderate latitude for the use of initiative and independent judgment.

Reports to the Manager of the Program Administration
- State Program Department.

Essential Job Functions
  • Serves as the Water Supply & Infrastructure subject matter expert for the FIF funding program.
  • Provides services to all stakeholders on program administration, state and federal laws, legislation, rules, regulations and guidelines pertaining to the administration of our financial assistance programs.
  • Responsible for providing consultative and technical assistance on state and federal statute, rules, regulations, guidelines, and program administration pertaining to the state funded flood programs to all stakeholders seeking financial assistance from these programs.
  • Oversees the invitation process for the FIF program.
  • Oversees the allocation of funding for the FIF program.
  • Assists with flood project implementation and site visits.
  • Tracks program outcomes and assists with flood project mapping.
  • Prepares assessments and summaries of the benefit of flood funded projects.
  • Develops technical guidance and special reports related to WSI flood financing programs.
  • Manages any revisions to the Flood Intended Use Plan and the Texas Administrative Code related to the FIF program.
  • Assists with maintaining Flood Information Clearinghouse website and operations of the Flood Information Clearinghouse Coordination Committee.
  • Identifies, develops, and implements policy and process improvements to the Texas Water Development Boards financial assistance programs, in conjunction with other agency staff members.
  • Prepares and makes presentations to TWDB agency and external groups on the TWDB's Financial Assistance programs.
  • Responsible for cross training on specialty programs and backing up the other Program Administration Program Specialists.
