The City of Northglenn is hiring a Building and Energy Policy Lead within the Sustainability Division to guide the implementation of progressive energy and emissions codes, help shape future building decarbonization strategies, and ensure successful adoption of high-performance building practices across our vibrant city.

This exciting role blends policy development, technical coordination, interdepartmental collaboration, and robust community engagement. You'll be at the forefront of climate action, working with cutting-edge building technologies and sustainable practices that will shape Northglenn's future for generations to come.

As our Building and Energy Policy Lead, you'll spearhead the implementation of the Northwest Metropolitan Regional Energy Code Cohort's Energy Code Package and future adoptions, coordinate regional and local partnerships, and serve as a trusted point of contact between the City, contractors, community members, and regional agencies. We're looking for someone with strong communication and outreach skills who understands how to align policy and practice across departments and is energized by the opportunity to lead impactful, long-term change in the built environment.

This is a full-time, benefited position reporting to the Sustainability Coordinator. You'll work closely with Planning, Economic Development, Code Enforcement, the Building Policy Collaborative, and external partners like the Colorado Energy Office (CEO) and Denver Regional Council of Government (DRCOG).

Leads the City's efforts to implement the Northwest Metropolitan Regional Energy Code Cohort's Energy Code Package, anticipated for adoption in Q4 2025, which exceeds state minimum requirements. Supports the development and implementation of future energy and emissions code updates, ensuring consistency with Northglenn's climate goals and state and federal guidance.

Collaborates with Safebuilt, the Colorado Energy Office (CEO), the Building Policy Collaborative, and internal staff from Building, Planning, and Economic Development to ensure all building permits are reviewed and processed under the most current energy code. Supports implementation and compliance for both new construction and existing buildings through clear, accessible processes and effective internal coordination.

Organizes energy code training and certification opportunities in conjunction with Safebuilt for City staff, local contractors, homeowners, inspectors, designers, and the construction community. Leverages CEO training funds and regional partnerships to ensure stakeholders are equipped to meet energy code requirements and adopt high-performance building practices.

Coordinates and delivers communication, education, and outreach to Northglenn residents and businesses about energy efficiency, building decarbonization strategies, permitting pathways, and updates to residential and commercial building codes. Develops educational resources, outreach materials, and communication campaigns in partnership with the Communications team and regional partners.

Leads peer-to-peer and elected official engagement efforts related to the energy and emissions code updates. Prepares educational briefings, presentations, and guidance to support informed decision-making and consistent regional policy alignment.

Develops and manages a community and local stakeholder communication, education, and engagement plan to support equitable adoption of energy codes and building policies. Ensures this includes elected official engagement and outreach to historically underrepresented groups, small businesses, and renters.

Coordinates closely with the Policy Research component of the DRCOG Climate Pollution Reduction Grant, helping shape relevant research proposals, identifying useful local data, and ensuring community needs and equity considerations are reflected in research and policy development. Investigates innovative building and energy policies and their applicability in Northglenn.

Represents the City in the DRCOG Building Policy Collaborative (attending a minimum of 75% of meetings) to help shape regional decarbonization roadmaps, policy packages, and implementation strategies, with a focus on implementation and the 2027 energy code development process. Shares Northglenn's experience and integrates lessons learned into local policy refinement.

Integrates building decarbonization strategies into long-range planning documents such as the Climate Action and Resilience Plan, Comprehensive Plan, and Strategic Plan. Coordinates with Planning and Sustainability staff to ensure policies and targets are aligned across departments.
