Summary
The Town of Estes Park seeks interested and qualified applicants for the position of Code Enforcement Officer. The Code Enforcement Officer performs a variety of specialized and technical code compliance activities including education, outreach and enforcement. Ensures compliance with the adopted land use code in the Estes Valley, the Estes Park sign code, Larimer County sign code within the unincorporated Estes Valley and other local ordinances pertaining to land use and community nuisances.
ExamplesOf Essential Duties And Responsibilities
- Manages the code compliance program that focuses on education, outreach and enforcement to ensure compliance with applicable local codes and ordinances including the Estes Park Municipal Code, Estes Park Development Code, and community nuisance ordinances. Examples of areas of responsibility include; animal control, debris and junk accumulation, wildlife protection, noxious weeds, and sign violations.
- Researches best practices in code compliance; recommends, develops and implements policies and procedures to facilitate efficient and responsive code compliance; recommends and implements improvements.
- Provides customer service; assists the public, contractors, homeowners, and business owners with land use and zoning questions.
- Provides public outreach and education on applicable laws, codes and regulations with the objective of obtaining voluntary code compliance.
- Receives, prioritizes and responds to code compliance complaints, identifies code violations, and initiates action to achieve code compliance.
- Responds to animal control issues, takes animals into protective custody, enforces laws pertaining to domestic animals.
- Prepares case files, including the establishment of the legal owner, and other information necessary to conduct investigation and compliance actions.
- Conducts field inspections and investigations to determine compliance with applicable codes and laws. Completes vacation home inspections for licensing/registration process.
- Documents pertinent data and ensures that accurate case files are maintained.
- Confers with police, planning and building staff regarding complaints to clarify interpretation of the law and procedures to be followed.
- Works with landowners, including those with multiple, complex violations.
- Coordinates follow-up procedures including the preparation of additional correspondence, site visits, communication with complainants, attorneys, and property owners involved in code violation cases.
- Issues notices of violations and citations into court when voluntary compliance is not obtained, represents the Town in municipal court; testifies regarding code violations.
- Maintains all files, letters, reference manuals, field inspection reports, permit files, drawings and other materials.
- Maintains records of complaints, inspections, violations and citations; prepares periodic written reports detailing code compliance activity and results for presentations.
- Performs other related work as required or assigned.
Preferred Qualifications
- High school diploma or equivalent (GED).
- Preferred:
- Sixty semester hours of college credit or military experience preferred
- Experience in a law enforcement agency, municipal building department, public works or related department as an inspector or code officer.
- Valid Colorado Driver’s License and satisfactory driving record. Out of state candidates must obtain Colorado License within 6 months of hire.

PAY GRADE: TP160 ($60,707.00- $84,989.00 annual equivalent)
