Payroll Manager Key Responsibilities
- Oversee end-to-end, in-house payroll processing for hourly, salaried, and union employees across multiple states
- Ensure compliance with federal, state, and local payroll laws, tax regulations, and union collective bargaining agreements
- Manage certified payroll reporting (including prevailing wage compliance where applicable)
- Lead payroll audits, reconciliations, quarterly and annual tax filings (941s, W-2s, state filings, etc.)
- Partner with HR, Finance, and Operations to ensure accurate timekeeping, deductions, benefits, and labor allocations
- Maintain payroll system integrity, troubleshoot discrepancies, and drive system enhancements
- Develop and implement process improvements to increase efficiency, accuracy, and internal controls
- Supervise and mentor payroll staff; establish performance expectations and foster accountability
- Serve as subject matter expert for leadership on payroll strategy, compliance risk, and labor cost visibility
Payroll Manager Qualifications
- 7+ years of progressive payroll experience, including leadership responsibility
- Proven experience processing payroll in-house (not fully outsourced)
- Experience managing payroll for up to 500 employees
- Multi-state payroll expertise with strong compliance knowledge
- Hands-on experience with union payroll and collective bargaining agreements
- Experience with certified payroll reporting and prevailing wage compliance
- Strong understanding of payroll tax regulations and filings
- Advanced Excel skills and comfort working within modern payroll/ERP systems
- Demonstrated ability to lead, develop, and motivate a team
Salary $130,000 plus bonus potential
