Payroll Manager

We are seeking a seasoned Payroll Manager to lead and oversee full-cycle, in-house payroll operations for a multi-state workforce of up to 500 employees. This role requires deep expertise in union payroll administration, compliance across multiple jurisdictions, and certified payroll reporting. Payroll Manager Key Responsibilities

  • Oversee end-to-end, in-house payroll processing for hourly, salaried, and union employees across multiple states
  • Ensure compliance with federal, state, and local payroll laws, tax regulations, and union collective bargaining agreements
  • Manage certified payroll reporting (including prevailing wage compliance where applicable)
  • Lead payroll audits, reconciliations, quarterly and annual tax filings (941s, W-2s, state filings, etc.)
  • Partner with HR, Finance, and Operations to ensure accurate timekeeping, deductions, benefits, and labor allocations
  • Maintain payroll system integrity, troubleshoot discrepancies, and drive system enhancements
  • Develop and implement process improvements to increase efficiency, accuracy, and internal controls
  • Supervise and mentor payroll staff; establish performance expectations and foster accountability
  • Serve as subject matter expert for leadership on payroll strategy, compliance risk, and labor cost visibility

Payroll Manager Qualifications

  • 7+ years of progressive payroll experience, including leadership responsibility
  • Proven experience processing payroll in-house (not fully outsourced)
  • Experience managing payroll for up to 500 employees
  • Multi-state payroll expertise with strong compliance knowledge
  • Hands-on experience with union payroll and collective bargaining agreements
  • Experience with certified payroll reporting and prevailing wage compliance
  • Strong understanding of payroll tax regulations and filings
  • Advanced Excel skills and comfort working within modern payroll/ERP systems
  • Demonstrated ability to lead, develop, and motivate a team

Salary $130,000 plus bonus potential
