About Northwest Parkway
The Northwest Parkway is a nine-mile-long toll road that is a part of the Colorado highway system, connecting E-470 at I-25 with US36 in the north Denver area. It serves the region by providing convenient access to residential and employment centers, including the City of Boulder and the Denver International Airport. Constructed and maintained entirely with private funds, the road opened in 2003 and was acquired by VINCI Highways in 2024.

The position Engineering and Maintenance Manager is responsible for the overall performance, safety, and lifecycle management of the Northwest Parkway roadway, right-of-way (ROW), and associated facilities. This role ensures full compliance with the Concession Agreement, regulatory requirements, and company standards while leading engineering and maintenance operations.
This position plays a critical leadership role in managing infrastructure assets, overseeing maintenance programs, controlling OpEx and Cap Ex budgets, and coordinating with internal teams, subcontractors, and external stakeholders to ensure safe, efficient, and reliable operations.
Key Responsibilities- Infrastructure & Maintenance:
Oversee roadway, facilities, and ROW maintenance, including team leadership, program execution, and snow operations. - Engineering & Projects:
Lead cross‑functional projects; manage contracts, bids, and vendor selection; coordinate with Toll Operations and IT on infrastructure impacts. - Financial Management:
Develop and manage OpEx/Cap Ex budgets with strong cost control. - Contracts & Compliance:
Oversee vendors and ensure compliance with agreements, MMP, and operating standards; coordinate with engineers, regulators, and law enforcement. - Incident & Emergency Response:
Lead emergency response, communications, repairs, and post‑incident reporting. - Environmental, Safety & ESG:
Manage environmental planning, ESG reporting, and safety programs. - Stakeholder Coordination:
Liaise with jurisdictions, developers, and utilities; review ROW impacts and oversee utility requests. - Fleet oversight, required reporting, and other operational support.
Employee will work in a standard office setting using computers and other business equipment and will also be required to perform duties in active roadway, right-of-way (ROW), and construction or maintenance environments.
