Salary Grade: 16 (Min $75,661, Mid $90,793, Max $105,925)

Hiring Range: $75,661-$90,793

NATURE OF WORK

Under general supervision, the Rental Properties Manager is responsible for the comprehensive planning, coordination, supervision, and administrative oversight of all Town-owned rental properties, associated assets, operations, and immediate personnel. This position plays a central role in advancing the Town's commitment to providing the community with efficient, affordable, safe, and quality housing by ensuring properties are managed with fiscal responsibility, operational excellence, and a high standard of resident service.

DUTIES

AND RESPONSIBILITIES
  • Serves as a Property Manager overseeing the day-to-day operations of the Village Court Apartments complex and other various Town owned rental properties as well as assisting in long range planning relative to property management; manages and coordinates operations including administration, leasing, and resident relations.
  • Manages the rental properties coordinator through appropriate delegation and work supervision; reviews work in progress in order to anticipate technical and management problems; manages and provides leadership and guidance; develops priorities, schedules and assigns tasks and projects; hires, trains and develops staff skills and training plans; coaches and implements corrective actions, prepares and conducts performance evaluations; ensures staff compliance with departmental policies, procedures, and safety practices.

    Coordination with property maintenance manager and staff is expected.
  • Assist with budget preparation and administering departmental budget and monitoring expenditures, rental revenue and other sources of income; manages the collection, analysis and reporting of project, operational and financial data; develops and prepares proposals and reports.
  • Reviews rental revenue and provides recommendations to the Housing Director and Housing Authority regarding rent levels.
  • Prepares and submits reports to the Housing Director and/or Housing Authority; maintains Property records and documentation.
  • Manage leasing activities including marketing, authorizing rental agreements, and tenant move-in/ move-out. Maintains waitlist, qualifies new residents, coordinates residents moving in and/or out of premises, issues apartment keys and parking passes.
  • Communicates with residents regarding lease issues and/or violations; issues warnings and/or fines regarding lease violations; recommends and conducts eviction or non-renewal of lease procedures as necessary. Participates and/or leads VCA resident advisory committees and meetings.
  • Enforces parking regulations including monitoring parking lot, parking passes and guest passes, while coordinating with VCA maintenance staff for field verification of parking passes, enforcement and wheel locks.
  • Provides administrative support to the Housing Director regarding housing authority matters.
  • Monitors legislative changes to housing matters. Ensure that housing laws are being followed and notify Housing Director of any new laws that could affect policies and procedures.
  • Oversees office supply inventory and departmental equipment and software.
  • Acts as a liaison, when necessary, between Mountain Village and its residents and guests, subcontractors, vendors, and merchants giving direction and assistance as needed. Provides a safe workplace; provides adequate basic job training and safety instruction to all employees; continuously observes and evaluates work conditions and procedures to detect and correct unsafe conditions and practices; encourages employees to report unsafe practices and conditions and to submit practical suggestions for correction;

    promptly investigates accidents and complete required reports; sees that tools, equipment and personal protective equipment (PPE) are properly maintained and properly utilized; annually reviews and updates workplace safety rules. Immediately reports to Town management any unsafe practices or conditions or violations of Town policy or state or federal law.
