Correctional Support Trades Supervisor I (CSTS II) Position

This Correctional Support Trades Supervisor I (CSTS II) position is a Plumber Lieutenant position located at the Buena Vista Correctional Complex. Responsibilities include but are not limited to: ensuring the safety and security of the public, staff and inmates; ensuring supervision of assigned staff and inmates; ensuring the efficient completion of assigned plumbing and other trade projects, repairs and maintenance; ensuring all work completed is in compliance with applicable regulations and standards and ensuring inventory and budget are properly monitored and maintained.

This position promotes the CDOC Mission, Vision and Values while adhering to a high level of integrity and commitment.

Safety and Security: position maintains safety and security of facility and work sites; through clear and accurate verbal communication; trains and guides staff and inmates in comprehensive key, tool, equipment and chemical control and use; position performs inmate counts, pat searches, shakedowns, cell and work area searches, inmate escorts and transportation, movement control and the proper application of restraints and force;

accounts for all tools at the end of each shift. Through conscientious observation, clear communications and adherence to agency Administrative Regulations, facility Implementation Adjustments and the Code of Penal Discipline, position promotes a safe and secure environment.

Supervision: provides supervision of assigned staff and inmate workers to ensure efficient, safe and effective completion of assigned projects and tasks; promotes a high level of performance by setting the work standard according to agency mission, vision and values. Position schedules work, assigns tasks, monitors progress and workflow and inspects work product; mentors and coaches subordinate staff, ensuring annual training is obtained and instructing in the safe and proper use of tools, chemicals, equipment and machinery, as well as Personal Protective Equipment (PPE);

creates performance plans, conducts performance evaluations and resolves informal grievances. Trains and instructs inmates in the appropriate use of all relevant tools, equipment and procedures; interviews and selects and/or terminates inmate workers, tracks and calculates inmate hours and pay, creates schedule and assigns tasks, inspects work, documents performance and conducts inmate evaluations; exemplifies a professional workforce that embodies honesty, integrity and ethical behavior;

reduces inmate idleness and creates real life work opportunities to prepare inmates for community reentry. Position supervises additional staff and inmates in the absence of other supervisors.

Compliance: position researches all aspects of projects and equipment and implements appropriate procedures in order to maintain compliance with all applicable agency regulations, local, state and federal standards, guidelines and codes to include the American Correctional Association (ACA), the International Plumbing Code (IPC), Colorado Department of Public Health (CDPH) and the Environmental Protection Agency (EPA), Americans with Disabilities Act (ADA) and the Occupational Safety and Health Administration (OSHA).

Trains inmate workers in the safe and proper use and maintenance of relevant equipment, tools and chemicals. Maintains accurate and timely records of facility grounds maintenance, prepares accurate reports.

Operations:
Ensures safe and sanitary installation and reliable operation of all plumbing, HVAC and refrigeration, central plant, and other requisite services serving the BVCC Physical Plant. Position also ensures safe code compliant potable water service, drainage, and natural gas distribution systems, food service, and laundry by monitoring systems, effecting corrective action, direction related equipment, overseeing the work, and supervising inmate workers during all phases of work including estimating, pre-design, design review, installation, repair and/or replacement.
