Job Description:

The American Red Cross invites applications for the role of Community Disaster Program Manager. This position focuses on ensuring effective collaboration with Volunteer Services, mobilizing partners, and maintaining readiness resources within an assigned geographic area.

Job Overview:

As a Community Disaster Program Manager, you will coordinate volunteer teams and community partners to support disaster cycle services—including planning, response, recovery, and preparedness—and maintain readiness for disaster relief operations.

Key Responsibilities:
  • Empower Volunteers: Lead and support a diverse volunteer team responsible for implementing volunteer-led disaster cycle services programming across the assigned geographic area. Functional activities include mass care, response, community preparedness, recovery, planning, and readiness.
  • Lead the Program: Implement disaster cycle services activities within the assigned geographic area or specific functional activities within the region.
  • Mission Capacity Building: Develop and support disaster volunteers, including leaders, to meet responsibilities across readiness, preparedness, response, and recovery.
  • Engage Community: Coordinate efforts to prepare and mobilize communities and partners with specific functional expertise and assets for disaster response.
  • Matrix Management: Build relationships and collaborate in a matrix environment with internal partners, employees, and volunteers.
  • Community Expertise: Serve as the Red Cross disaster subject‑matter expert, maximize presence, and mobilize community engagement.
  • Ready to Respond: Initiate and coordinate disaster relief operations aligned with the Disaster Cycle Services Concept of Operations.
  • Diverse Community Outreach: Build trust and expand access to disaster services in diverse, historically underserved communities.

Regional disaster employees are required to deploy to disaster relief operations outside of their region at least once a year. Deployments contribute to skill building, career development, and exposure to different disaster types. Employees must meet all training and physical capacity requirements for deployment. This position is not eligible for relocation assistance.

Minimum Qualifications:
  • Bachelor’s degree required, or equivalent combination of education and related experience.
  • Minimum 5 years of experience building, mobilizing, leading, and developing volunteer teams for social services programs.
  • A valid driver’s license with a good driving record.

Skills and Abilities:
  • Excellent interpersonal, verbal, and written communication skills.
  • Strong analytical and decision‑making skills to interpret program trends and develop recommendations.
  • Proven record of collaboration with diverse groups, managing multiple priorities, facilitating, problem‑solving, marketing, leadership, and partnership management.
  • Intermediate proficiency with Microsoft Office (Word, Excel, PowerPoint, Outlook).
  • Availability to work outside regular hours, including nights and weekends.
Residency Requirements:
  • Chapter‑based positions: daily work in the assigned geographic area to engage and mobilize communities and support volunteers.
  • Regional positions: daily work within the region’s geographic area to provide leadership and functional support.
Physical Requirements:

The employee must be able to regularly sit, use hands, talk, and hear. They must frequently reach, stand, walk, stoop, kneel, crouch, or crawl, and lift up to 15 pounds regularly and up to 30 pounds occasionally. Adequate vision and ability to work in a small cubicle and at a computer terminal for extended periods are required. Noise levels are moderate (typical office environment).
