Position Summary
Working under the supervision of the Utility Manager, this position assists in the operation and maintenance of the wastewater collection and water distribution systems for the Town of Gypsum. Responsibilities include testing, installing, repairing, replacing, and inspecting water/sewer services, water backflow/pressure reducing systems, and meter reading, repairing, and replacing. The person will analyze work and installation orders, troubleshoot, conduct tests, resolve problems, order and gather components and parts, complete installations, and perform acceptance tests.

Essential Functions- Provides location services for collection and distribution lines and services in the field.
- Performs technical labor such as setting meters, backflow prev enters, and pressure reducing systems.
- Investigates and diagnoses meter malfunction and tampering.
- Performs flushing operations of both water and wastewater systems on a scheduled basis.
- Completes inspection reports with clearly organized thoughts, using proper sentence construction, punctuation, and grammar. Maintains project files and distributes as necessary.
- Attends schools, workshops, and meetings as necessary or as directed, to maintain the skillsets necessary to perform the work.
- Performs clerical duties such as emailing, copying, filing, and faxing memos and reports, and answering questions.
- Performs other duties as assigned within the department, which may include, but are not limited to roads, snowplowing, water, sewer, trash, and parks.
- Reads and interprets a variety of informational documents, directions, instructions, methods, and procedures related to the job of Utility Inspector.
- Works under restrictive time constraints and under internal and external pressure.
- Operates a computer and uses Microsoft Office (Outlook, Word, Excel) and reads/interprets GIS data.
- Attends classes and trainings to become more proficient in water and/or wastewater construction and maintenance activities.
- Knowledge of the geography and street locations in the Town.
Skills and Abilities
- Utilize mathematical formulas; add and subtract totals; multiply and divide; determine percentages and time and weight.
- Inspect items for proper length, width, and shape, visually or with equipment.
- Communicate orally with individuals and groups in various settings, including one-on-one, group, and telephone.
- Use independent judgment and work with little direct supervision when necessary.
- Work safely without presenting a direct threat to self or others.
- Some positions require the use of personal or Town vehicles on Town business. Individuals must be physically capable of operating the vehicles safely, possess a valid Colorado driver’s license with CDL rating and have an acceptable driving record. Use of a personal vehicle for Town business is prohibited if the employee is not authorized to drive a Town vehicle or does not have personal insurance coverage.
- Personal protective equipment must be worn as necessary where the hazard exists (hard hat, safety shoes, work gloves, safety glasses, etc.).
- Must be available to work evenings/weekends/holidays in emergency situations and on duty call, as scheduled.
- High School Diploma or Equivalent.
- One year of hands-on experience reading, installing, connecting, disconnecting, repairing, fabricating or calibrating water meters.
- Previous municipal government experience is desirable.
- Equivalent combinations of education, training, and work experience that produce the knowledge, skill, and abilities to perform the essential duties/responsibilities of the position may be considered.
- Position requires prolonged standing, bending, stooping, and stretching, manual dexterity to operate and use various tools, devices, and equipment; physical agility to walk, climb into confined spaces; working with chemicals; working outdoors during all seasons and all-weather conditions; lifting construction materials, supplies, and equipment. Must be capable of lifting up to 60 lbs.
