Job Description

The Division of Professions and Occupations (DPO) protects consumers in the state of Colorado through licensing and regulatory enforcement for approximately 50 professions, occupations, and businesses, and the corollary regulatory environment. This work unit exists to provide support to the Colorado State Electrical and Plumbing Boards and the Office of Private Investigator Licensure in fulfilling statutory mandates in the licensure and regulation of electricians, plumbers and private investigators.

This work unit is also responsible for issuing permits to perform electrical and plumbing services and inspecting electrical and plumbing installations to ensure that electrical and plumbing services performed within the State of Colorado meet the minimum standards set forth in Articles 23 and 58, Title 12 of the Colorado Revised Statutes, for the protection of the public health, safety and welfare of the people of Colorado.

This position operates independently to perform comprehensive inspections of plumbing and gas piping installations in order to determine regulatory compliance through high-level interpretation and tailored application of industry standards and the principals of the Colorado Plumbing Code, Colorado Fuel Gas Code, the Colorado Revised Statutes and the Colorado State Plumbing Board Rules. This position determines solutions to a full range of plumbing and gas piping installation problems through the analysis of established principles, conceptual models, industry codes and standards, and the tailored application of each to fit the specific circumstance.

This position enforces statutory and rule compliance through the issuance of citations and the closure of work sites as required by law. This position frequently serves as a subject matter expert and resource for apprentices, plumbers, gas pipe installers, contractors, homeowners, building and fire inspectors, other plumbing Inspectors, the Board, and Board staff.

Duties include, but are not limited to:

  • Conducting comprehensive inspections of plumbing and gas piping installations and enforcing statutory and rule compliance through the issuance of citations and the closure of work sites as required by law;
  • Planning inspections for each day based on the geographical and chronological nature of each request;
  • Ensuring the provision of practical solutions to licensees, contractors, and homeowners seeking guidance on failed inspection issues through analysis and tailored application of complex laws, rules, codes and standards;
  • Serving as a subject matter expert and resource for apprentices, plumbers, contractors, homeowners, building and fire inspectors, other plumbing inspectors, the board, and board staff;
  • Tracking the number of inspections being conducted and the corrections that need to be completed via the electrical and plumbing system;
  • Writing/completing inspection reports by documenting findings, identifying and determining necessary compliance measures, remedial requirements, etc.;
  • Reviewing literature, industry standards, industry codes, statutes and rules to identify nuanced changes in requirements, practices or procedures.
Minimum Qualifications , Substitutions, Conditions of Employment & Appeal Rights

MINIMUM QUALIFICATIONS (MQs):

  • Currently licensed as a Journeyman or Master Plumber in the State of Colorado; AND
  • Four (4) years of professional
    * experience as a Licensed Journeyman or Master Plumber.
