The Licensing Coordinator is responsible for conducting home studies, supporting the licensing processes, and maintaining documentation under structured guidance. The Licensing Coordinator is an entry-level or non-credentialed role.

Licensing Coordinator I will perform duties including but not limited to:

  • Perform all work in a manner consistent with the National Youth Advocate Program's Mission, Values and Philosophies.
  • Learn and be responsible for the knowledge and implementation of all rules, regulations, and policies related to foster licensing in the assigned State.
  • Develop rapport with potential families to answer questions and assist with the licensing process.
  • Begin the licensing process immediately upon completion of the foster parent(s) initial orientation.
  • Assist all potential foster families in providing required information and completing paperwork in a timely manner.
  • Coordinate foster parent training and ensure parents register for and complete training.
  • Meet with foster parents experiencing challenges in the licensing process to identify and assist in overcoming barriers.
  • Under supervision, develop a comprehensive home study for each potential family.
  • Maintain and update all foster home records in appropriate systems.
  • Provide ongoing training and support to licensed foster homes.
  • Complete annual evaluations and recertifications of all licensed foster homes with supervisory oversight.
  • Support foster parents by providing information, education, meetings, support groups, and one-on-one discussions.
  • Travel to visit homes to ensure compliance with organizational, contract, and regulatory and safety requirements.
  • Participate in Continuous Quality Improvement activities on a monthly/quarterly basis.
  • Actively participate in the weekly supervision process as part of the foster parent recruiting and licensing team.
  • Report all incidents to supervisor as necessary.
  • Meet licensing and recertification goals as established by the program director.
  • Perform other duties as assigned.
Minimum Qualifications
  • Bilingual (English-Spanish). Fluency in Spanish required.
  • Must have excellent English verbal and writing skills.
  • Bachelor's degree in Social Work or a comparable Human Services field from an accredited institution.
  • At least two (2) years of work experience in direct service with youth and families (strongly preferred).
  • Working towards required foster parent certification(s) and/or training requirements.
  • Must have excellent organizational skills to accommodate working with multiple families in the licensing and relicensing process simultaneously.
  • Proficient use of desktop and laptop computers, internet search, people management programs, smart phones and tablets, printers, fax machines and photocopiers as well as software including word processing, spreadsheet and database programs.
  • Must possess a valid state driver's license, have reliable transportation, and be eligible to drive to facilitate program services as required by contractual agreement.
  • Must be at least 21 years of age at the time of hire.

Physical Demands
  • Use of manual dexterity, tactile, visual, and audio acuity.
  • Use of repetitive motion, prolonged periods of sitting and standing, and sustained visual and mental applications and demands.
  • Occasional lifting (up to 25 pounds), bending, pulling, and carrying.
  • Ability to travel frequently and drive vehicle while sitting for extended periods, with frequency varying based on program demands.
