Proposal Director

We are seeking an experienced Federal Proposal Manager with strong hands‑on proposal writing experience to lead the development and submission of high‑quality proposals for US Federal Government IT services opportunities
.

The ideal candidate will have a proven track record managing the full proposal lifecycle
, from RFP analysis and compliance through writing, reviews, production, and final submission. This role requires an excellent writer who can independently develop compelling technical, management, staffing, past performance, and executive summary content while coordinating SMEs and cross‑functional teams.

• Lead the end‑to‑end federal proposal lifecycle for RFPs, RFQs, RFIs, IDIQ task orders, GWACs, BPAs, and other federal solicitations.
• Analyze solicitations, Statements of Work/Performance Work Statements (SOW/PWS), and Sections L & M to identify requirements and evaluation criteria.
• Develop and maintain detailed proposal compliance matrices
  , outlines, schedules, and content plans.
• Serve as a hands‑on proposal writer/editor
  , developing high‑quality content from scratch.
• Write and edit:
• Executive Summaries
• Technical Approaches
• Management Approaches
• Transition Plans
• Quality Assurance Plans
• Past Performance narratives
• Corporate Experience
• Translate technical input from SMEs into clear, persuasive, evaluator‑focused proposal content

• Ensure every proposal response is compliant, responsive, compelling, and aligned with the government's evaluation criteria.
• Develop win themes, discriminators, ghosting strategies, and solution messaging in coordination with capture and leadership teams.
• Lead proposal storyboarding and solutioning sessions with technical SMEs, program managers, executives, pricing teams, and teaming partners.
• Manage Pink, Red, Gold, and final proposal reviews
  , incorporate reviewer comments, and ensure traceability of changes.
• Coordinate proposal contributors and ensure timely completion of assigned sections and deliverables.
• Develop and maintain reusable proposal content libraries, past performance repositories, resumes, and corporate experience databases

• Support development of RFI/RFQ responses, Sources Sought responses, RFIs, capability statements, and task‑order proposals
  .
• Coordinate with capture, contracts, pricing, recruiting, technical, and delivery teams to ensure proposal consistency.
• Oversee final proposal production, formatting, quality control, page limits, file naming, and submission requirements.
• Support post‑submission activities including clarifications, amendments, discussions, and oral presentations when required.

• 5+ years of US Federal Government proposal writing experience
  , preferably within an IT services / technology consulting / government contracting environment
  .
• Demonstrated experience managing multiple federal proposals from RFP release through final submission
  .
• Excellent technical and business proposal writing, editing, and proofreading skills
  .
• Strong understanding of federal solicitation structures, including Sections L & M, SOW/PWS, evaluation criteria, amendments, and compliance requirements
  .
• Hands‑on experience writing technical and management proposal volumes
  , not solely coordinating proposal teams.
• Experience with Federal IT services proposals
  , including areas such as application development, cloud, cybersecurity, infrastructure, data/AI, modernization, or professional IT services.
• Experience with past performance, corporate experience, key personnel, staffing, transition, and management volumes

• Strong understanding of Shipley proposal methodology or equivalent proposal‑development methodology
