Construction Procurement & Contracts Manager

Location: Greater Baltimore/Washington Region

Compensation: $120,000 to $140,000 base plus bonus

A growing and well-established commercial construction firm is seeking an experienced Construction Procurement & Contracts Manager to oversee purchasing, subcontract administration, and procurement strategy across a diverse portfolio of commercial projects. This is a high-impact role responsible for managing subcontractor and vendor relationships, negotiating contracts, controlling costs, and ensuring procurement activities align with project objectives.

The ideal candidate will bring extensive construction industry experience, strong contract management expertise, and a deep understanding of commercial building projects.

Key Responsibilities
  • Lead procurement and purchasing efforts from preconstruction through project closeout
  • Develop, negotiate, and administer subcontract agreements, professional service agreements, and purchase orders
  • Prepare and manage detailed scopes of work for subcontractors and suppliers
  • Evaluate subcontractor proposals for scope completeness, pricing, and project compliance
  • Negotiate pricing, terms, and contract language with subcontractors and vendors
  • Ensure procurement activities align with project budgets, schedules, plans, specifications, and contract requirements
  • Partner with estimating and project management teams to support cost-control initiatives and procurement strategies
  • Build and maintain strong relationships with subcontractors, suppliers, and internal stakeholders
  • Track procurement documentation and maintain accurate contract records
  • Identify opportunities for cost savings, risk reduction, and process improvements throughout the procurement lifecycle
Qualifications
  • 10+ years of experience within the commercial construction industry
  • Proven experience managing construction contracts, purchasing, and subcontractor agreements
  • Strong background drafting scopes of work and reviewing contract documents
  • Experience negotiating pricing and contract terms with subcontractors and suppliers
  • Thorough understanding of commercial construction methods, materials, and project delivery processes
  • General contractor experience strongly preferred
  • Ability to analyze proposals, identify risks, and manage multiple priorities simultaneously
  • Exceptional attention to detail and organizational skills
  • Strong written and verbal communication abilities
  • Proficiency with Microsoft Office applications
