Position: Deputy Director of Policy & Planning Unit PROGRAM MANAGER SENIOR II

Overview

This senior management position is within the Division of Unemployment Insurance (DUI) and is responsible for supporting and executing the mission of the Maryland Department of Labor and advancing the Division’s strategic goals. As a key member of the executive leadership team, the role provides high‑level policy leadership and strategic advice to the Director of UI Policy, the Assistant Secretary, and the Deputy Assistant Secretaries on complex state and federal legislation, regulations, and policy initiatives.

Duties

The Deputy Director leads and directs the day‑to‑day operations of the UI Policy, Planning, and Legal Services functions, ensuring full compliance with U.S. Department of Labor and Maryland state laws. This includes:

  • Leading Division‑wide policy development and implementation related to reemployment, employer taxation, benefits administration, and internal operational policies.
  • Directing federal reporting, grant development, and compliance activities.
  • Overseeing the development of performance metrics and operational process analyses to support data‑driven decision‑making.
  • Planning, coordinating, and advancing Division strategies required by statute, regulation, executive order, and departmental priorities.

In addition, the Deputy Director provides oversight in the following activities for the UI Policy Team:

  • UI Management Model Standards
  • Administration
  • Internal Policy and Strategic Planning and Review Oversight
  • UI Legislation and Regulations Administration
  • Core Federal Performance Measures and USDOL Secretary Standards
  • DUI Agreements Management
  • Subpoena & PIA Request Management
Minimum Qualifications

Education: Bachelor’s degree from an accredited college or university (copy of degree or transcripts must be submitted).

Experience: Five years in the public policy arena with an emphasis on policy development (e.g., non‑profit, state or federal legislative office or regulatory agency). Three years of supervisory experience managing or leading teams, overseeing general operations, applying rules and regulations, or developing policies or procedures.

Preferred Qualifications
  • Bachelor’s degree in public policy science, public administration, or a related field.
Special Requirements

Personnel must have access to federal tax information and will undergo a state and FBI criminal background check. A background check against Division of Unemployment Insurance files will also be conducted to determine any outstanding debt related to unemployment insurance over payment or fraud.
