Overview

Lead the end-to-end execution of Oracle Cloud migrations, from on-premise or legacy environments to OCI or Exadata Cloud@Customer platforms across classified and unclassified domains. Drive the technical discovery and assessment process—capturing infrastructure, application, database, and data dependencies to shape the optimal cloud migration strategy. Develop migration roadmaps and detailed work plans aligned with mission priorities, accreditation timelines, and performance SLAs. Define and enforce migration methodologies that include lift-and-shift, replatforming, rehosting, refactoring, and co-existence models depending on mission and technical constraints.

Coordinate migration activities across infrastructure, networking, database, and application teams—including subcontractors, internal Oracle SMEs, and government stakeholders. Ensure all cloud migration activities meet DoD RMF, IL5/IL6, FedRAMP+, and Zero Trust Architecture requirements. Oversee the migration of Oracle E-Business Suite (EBS), People Soft, OBIEE, APEX, or custom workloads to cloud-native equivalents (Fusion SaaS, OAS, Autonomous DB, etc.). Lead cutover planning, rollback strategies, and post-migration optimization, ensuring resiliency, uptime, and data integrity.

Support parallel efforts for system accreditation, assisting with documentation inputs for ATO/IATT packages and secure system validation. Serve as primary point of contact for customer program managers and technical leads—ensuring transparency, risk management, and mission assurance throughout the engagement.

Technical Skills & Expertise
  • Extensive experience leading Oracle cloud migration programs—including OCI, Exadata Cloud@Customer, or hosted DoD/IL5 cloud environments.
  • Hands-on familiarity with OCI services such as Compute, Networking, IAM, Object Storage, Autonomous Database, and Resource Manager.
  • Expertise in data migration tools and methodologies (Data Pump, Golden Gate, RMAN, Transportable Table spaces, OCI Data Transfer Service).
  • Understanding of cloud-native architecture and hybrid integration patterns across on-prem and cloud boundaries.
  • Knowledge of Oracle applications including EBS, People Soft, OBIEE/OAS, APEX, and their SaaS/PaaS equivalents.
  • Familiarity with scripting and automation tools (Terraform, Ansible, shell scripting) to support Infrastructure-as-Code (IaC) migration processes.
  • Understanding of IL5/IL6 security controls, CAC/PIV access models, and STIG hardening requirements for migrated environments.
Preferred Qualifications
  • Prior experience migrating workloads for DoD, Intelligence Community (IC), or Federal Civilian Agencies into classified cloud environments.
  • Experience with multi-cloud and hybrid architectures, including OCI-AWS-Azure integration patterns.
  • Demonstrated ability to manage large-scale migrations under aggressive schedules with strong risk mitigation strategies.
  • Oracle certifications in OCI Architect, Autonomous DB Specialist, or Cloud Operations preferred.
  • Familiarity with application performance monitoring, governance, and cost management in OCI.
Minimum Requirements
  • U.S. Citizenship with active SECRET Clearance.
  • 8–15 years of technical experience, including 3+ years in leading Oracle cloud migrations.
  • Bachelor’s degree in Information Technology, Engineering, or related field (or equivalent experience).
  • Strong organizational, stakeholder engagement, and leadership skills.
  • Willingness to travel to secure sites or customer locations as required.
