Overview
Bowhead seeks a Senior GFP Program Analyst in Patuxent River, MD to support the PMA-275 Program Office and the V-22 Production IPT Lead. In this dual-focused role, you will analyze V-22 Supply Chain/Supplier Quality, coordinate Production Line Shutdown (PLS) efforts, and manage Government Furnished Property (GFP).
Responsibilities Supply Chain & Risk Management- Risk Assessments: Collaborate with NAVAIR leadership and industry partners to identify and mitigate supply chain vulnerabilities (cybersecurity, obsolescence, counterfeit parts, and rare earth mineral sourcing).
- Supplier & Sourcing Oversight: Monitor critical sole-source V-22 components and advise on sub-tier supplier strategies, contract negotiations, and Statements of Work (SOWs).
- Data & Technical Advisory: Maintain program databases to track cost, schedule, and risks, and provide technical advice for contractor proposal evaluations.
- Compliance & Inventory: Ensure V-22 GFP inventory compliance using Navy ERP and PIEE (including WAWF and GFP modules).
- Valuation & Audits: Lead virtual and on-site physical inventories to validate asset quantities, condition codes, and shelf-life.
- Contract Coordination: Work with sustainment contract leads to ensure tooling repair/replacement requirements and funding are accurately integrated.
- Shutdown Planning: Update PLS Plans to identify critical gaps in sustainment contracting, contractor-held property, and GFP requirements.
- Property Disposition: Coordinate with prime contractors and subcontractors to manage the disposition, transfer, and storage of rate-tooling and non-production equipment.
- Data Rights & Deliverables: Collaborate with NAVAIR legal and procurement teams to assert Government Data Rights and secure technical data packages.
- Other duties as assigned
- MA/MS Degree. Allowable substitutions:
Bachelor of Science (BS) in Engineering, Business Management, or a related technical discipline plus two additional years of relevant experience or Associate’s Degree plus two (2) additional years of relevant experience, - 8+ years of relevant senior analyst experience in DoD/Navy program environments.
- Familiarity with the Federal Acquisition Regulation (FAR) government-furnished property clauses
. - Proficiency with Navy Enterprise Resource Planning (ERP) and Procurement Integrated Enterprise Environment (PIEE) / Wide Area Workflow (WAWF).
- Strong working knowledge of Microsoft Office Suite (Word, Excel, PowerPoint, Teams).
- Strong interpersonal skills and good judgment with the ability to work alone or as part of a team
Physical Demands:
- Must be able to lift up to 25 pounds
- Must be able to stand and walk for prolonged amounts of time
- Must be able to twist, bend and squat periodically
SECURITY CLEARANCE REQUIREMENTS:
Must currently hold a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
