Overview
Professional architectural / engineering and project management work at the staff level. Work involves providing technical expertise necessary to carry out the planning, design, and construction of new county buildings as well as renovation projects within county facilities. Project management of building projects including management of budget, schedule, design and construction. The Project Manager – Owner’s Representative will oversee and manage the planning, design, and construction of new capital building projects on behalf of the owner.
This role is responsible for ensuring that projects are delivered on time, within budget, and in alignment with the owner’s objectives, contractual requirements, and industry best practices. The Project Manager will coordinate with architects, engineers, contractors, and other stakeholders to facilitate effective decision-making and resolve project challenges. Key responsibilities include project planning, contract administration, budget management, schedule oversight, risk assessment, and quality control.
Work includes regular communication with the public, contractors, design professionals, other agencies and groups.

- Coordinate with architects, engineers, contractors, and other stakeholders to facilitate effective decision-making and resolve project challenges.
- Oversee all phases of capital building projects, from initial planning and design through construction and closeout.
- Ensure projects are delivered on time, within budget, and in alignment with organizational goals and stakeholder expectations.
- Serve as the primary liaison between the owner and project teams, including regulatory agencies.
- Coordinate feasibility studies, facilitate meetings, and ensure project requirements are met with high standards of quality and compliance.
- Contract administration, procurement, and financial oversight, including reviewing proposals, negotiating contracts, and managing change orders and payment applications.
- Quality control through site inspections and compliance reviews, leading to a smooth project handover and operational readiness.
- Maintain effective communication, reporting, and stakeholder coordination to successfully deliver projects on time and within budget.
Uses architectural / engineering design software to review architectural or engineering works including project management software.
Qualifications- Bachelor’s Degree in Engineering or Architecture and four (4) years related experience or an equivalent combination of education and experience.
- Possession of a valid driver’s license.
- Registered Professional Engineer or Licensed Architect in the state of Maryland.
