OverviewThe Federal Civilian Business Development Director (BD Lead) position at K will serve as a front‑end Business Development customer‑focused lead within K ’s business development organization, focusing specifically on DOT and FAA Federal Civilian Agency missions and technology programs. The BD Lead will build relationships with the government, create a focused pipeline, and win new business. The BD Lead will engage with federal civilian customers and follow the K BD growth and capture processes, driving large, prime single‑award opportunities and top pursuits ranging from $50M to $1 billion.
The BD Lead’s primary focus will be DOT & FAA, with potential inclusion of Assisted Acquisition Services/GSA, DHS, DOJ, Treasury, and other Fed Civ agencies. Travel to K facilities and customer locations is required.
- Manage and execute the full BD life‑cycle process across pursuits and proposals.
- Build pipeline and advance winnable opportunities, typically >$200M, at various stages of the capture lifecycle.
- Engage customers, shape future procurements, design winning strategies, and develop capture plans that translate into win themes.
- Ensure the voice of the customer is reflected throughout the capture process.
- Plan, lead, and execute BD activities, including participation in industry conferences to gain insights and trends.
- Advance teaming and partnerships with key industry teams and customers.
- Develop a healthy pipeline of new winnable opportunities and qualify their win‑ability, moving them through the milestone process.
- Secure knowledge of customer requirements, challenges, and needs during the capture phase and lead solutioning/planning sessions with the capture team.
- Coordinate meetings with customers, competitors, and teammates to develop market insight on requirements, acquisition strategy, timing, and contract vehicles.
- Lead milestone/gate reviews, black‑hat sessions, solution sessions, blue teams, and support proposal reviews.
- Lead the development and submission of white papers, RFI responses, and other customer engagement activities.
- Apply K BD best practices to each pursuit, including customer engagement and win‑theme development.
- Brief pipeline and opportunity status to senior management at specified milestones.
- Create winning solutions and win large new business programs.
- Good understanding of DOT and FAA needs, clients, and current industry trends.
- Established relationships across DOT and FAA industry teams and government clients.
- Bachelor’s Degree and 15+ years of experience, including 10+ years in industry and 5+ years in business development.
- Experience winning new business, single‑award contracts valued over $200M.
- Relationship and experience working with developers and OEMs.
- Demonstrated ability to work with senior industry and government leaders and provide leadership within the workplace.
- Pre‑existing knowledge and relationships with industry and federal civilian agencies, with proven track record of winning single‑award programs as a prime.
- Track record of winning new business and driving profitable financial outcomes.
- Proven success in business development, opportunity identification and qualification, account planning, and strategic planning within Fed Civ.
- Leadership skills in service‑centric organizations, including building industry teams, assessing win probability, and executing customer call plans.

The offered rate will be based on contract affordability and the selected candidate’s working location, knowledge, skills, abilities, and experience, and in consideration of internal parity.
