Main Purpose

The main purpose of the Systems Change Project Manager position is to support the planning and implementation of strategic initiatives that expand opportunities and improve outcomes for youth in residential services. This position works collaboratively with facility leadership, Juvenile Services Education Program (JSEP), community organizations, and agency stakeholders to develop and implement creative strategic initiatives that align with agency goals and priorities.

This position plays a key role in grant management by coordinating sub‑grantees, monitoring progress, partnering with Research and Evaluation around data collection needs, and generating routine reports. Additionally, a significant focus of the role is advancing arts‑integrated, project‑based, and enrichment opportunities that enhance youth engagement, skill development, and long‑term success. The position helps identify and address systems‑level barriers, strengthen cross‑functional collaboration, and establish processes that improve program effectiveness and sustainability.

It also cultivates and maintains partnerships that expand access to educational, creative, and community‑based opportunities while advancing the mission of residential services.

Responsibilities
  • Participating in initiative planning and developing work plans, implementation timelines, benchmarks, and evaluation measures.
  • Supporting grant management activities, including producing routine reports, data collection, administrative coordination, and implementation oversight.
  • Assisting with sub‑grantee management and monitoring activities.
  • Identifying and pursuing grant opportunities to expand programming capacity and youth opportunities.
  • Assisting with grant writing, budget development, and implementation planning.
  • Collaborating with facility leadership, staff, and agency partners to ensure strategies reflect diverse perspectives, ideas, and available resources.
  • Partnering with JSEP leadership, teachers, and internal stakeholders to design and support arts‑integrated and project‑based learning initiatives.
  • Identifying and collaboratively addressing systems‑level barriers that impede progress and strategic goals.
  • Establishing systems and procedures that strengthen collaboration, communication, and program effectiveness.
  • Utilizing participatory approaches to ensure youth, families, and staff help inform strategy development and implementation.
  • Promoting access to a wide range of enrichment, arts‑integrated, and skill‑building opportunities that support long‑term youth success.
  • Exploring, developing, and sustaining creative partnerships that expand youth access to diverse opportunities.
  • Building relationships with local and regional organizations, institutions, and community partners to support a robust program landscape.
  • Ensuring volunteers and partners feel informed, supported, and connected to agency goals.
  • Representing the agency in collaborative forums and stakeholder meetings.
  • Sharing planning tools, resources, and documents to maximize collaboration and communication across roles and functions.
  • Performing other duties as assigned in support of residential services goals and priorities.
Work Schedule

This position is primarily Day Shift but may require some evenings and weekends.

This position is eligible to work a hybrid telework schedule.

Minimum Qualifications

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.
