East-West Gateway Council of Governments has an opening for a Transportation Project Delivery Coordinator in the Transportation Department. The Transportation Project Delivery Coordinator supports the delivery of locally sponsored transportation projects included in the East-West Gateway Council of Governments’ (EWG) Transportation Improvement Program (TIP). The TIP is a fiscally constrained, four-year rolling program that identifies all federally funded transportation projects and phases (such as design, right-of-way, and construction) within the St.

Louis region.

EWG has adopted the Policy on Reasonable Progress to ensure federal funds are used efficiently and projects are delivered in a timely manner. This policy establishes expectations for locally sponsored projects to demonstrate steady advancement through key project milestones, including preliminary engineering, environmental clearance, right-of-way acquisition, and construction authorization.

The local program currently consists of 230 projects managed by 55 different sponsors. EWG conducts an annual Call for Projects to solicit new locally sponsored projects for inclusion in the TIP.

The Transportation Project Delivery Coordinator reports directly to the Senior Manager of Planning and Programming and works closely with the TIP Coordinator.

Essential functions include:
  • Implement and monitor the Policy on Reasonable Progress.
  • Track reasonable progress across established milestones and monitor the status of each project.
  • Analyze project delivery trends to identify systemic risks, recurring delays, and opportunities for process improvements.
  • Oversee the project extension process and work with project sponsors to identify projects eligible for advancement.
  • Work closely with the Missouri Department of Transportation (MoDOT) and Local Public Agencies (LPAs) to support on-time project delivery, assist with schedule development, and mitigate schedule delays.
  • Maintain regular communication with project sponsors through meetings, calls, and written correspondence.
  • Identify and implement improvements to help LPAs better understand and navigate the MoDOT LPA process and develop realistic, “healthy” project schedules.
  • Review project schedules at the time of funding consideration to determine whether schedules are realistic or require revision.
  • Assess the delivery risk of each LPA project submitted for funding consideration by developing a project delivery risk score (such as sponsor capacity, delivery history, project characteristics, etc.) and participate with MoDOT in their annual sponsor risk assessment process.
  • Work with sponsors that have poor delivery track records to better understand delivery challenges. Recommend corrective actions and process adjustments when projects are not meeting reasonable progress milestones.
  • Partner with MoDOT to provide technical assistance, guidance, or training to LPAs related to project delivery expectations, scheduling, and MoDOT processes.
  • Maintain accurate project records and project tracking spreadsheets.
  • Attend meetings with MoDOT and LPAs to discuss project-related issues (such as right-of-way needs, progress of environmental studies, utility coordination, etc.).
  • Prepare and present information to the EWG Board of Directors, EWG committees, outside agencies, and the public, as needed.
  • Build and maintain strong working relationships with MoDOT, LPAs and all transportation partners involved in EWG.
  • Coordinate with EWG TIP Coordinator to align project delivery expectations with funding, programming, and policy requirements.
Knowledge, Skills, and Abilities:
  • Strong understanding of federal and state policies related to locally sponsored transportation projects.
  • Ability to exercise independent professional judgment and initiative to analyze and resolve problems.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to produce accurate, high-quality work.
  • Ability to develop reports, memos, letters, spreadsheets, and other technical documents related to project delivery.
  • Proficiency in the use of Microsoft Office suite and project management tools / databases.
