Estimator/Project Manager
Job Location:
Columbia, SC Base Salary: $90K-$130K
Position Overview:
We are seeking an experienced Estimator/Project Manager to lead estimating and manage civil site development projects from bid through closeout. The successful candidate will prepare accurate cost estimates and bids, develop and maintain project schedules and budgets, coordinate subcontractors and suppliers, and ensure quality, safety, and client satisfaction for grading, earthwork, utilities, and water infrastructure projects. This role requires strong estimating experience, project management skills, and familiarity with HCSS and civil construction practices.
Key Responsibilities:
- Prepare detailed quantity takeoffs, cost estimates, and competitive bids for civil/site development projects including grading, earthwork, utilities, and water infrastructure
- Use HCSS (Heavy Bid/Heavy Job) and other estimating software to develop pricing, production forecasts, and resource plans
- Develop and maintain project schedules, budgets, and cash flow projections; monitor performance and implement corrective actions to meet targets
- Manage project execution including coordination with clients, engineers, subcontractors, inspectors, and suppliers to ensure work is completed on time, on budget, and to quality standards
- Conduct site visits, pre-bid investigations, and constructability reviews to validate assumptions and identify risks
- Prepare and manage change orders, claims, and contract documentation; maintain accurate project records and cost reporting
- Lead project kickoff meetings and regular progress meetings; communicate status, risks, and mitigation plans to stakeholders
- Ensure compliance with safety, environmental, and regulatory requirements and promote a safety-first culture on all projects
- Mentor and support junior estimators and project staff, and contribute to continuous improvement of estimating and project management processes
Qualifications:
- Bachelors degree in Civil Engineering, Construction Management, or related field, or equivalent experience
- 5+ years of combined estimating and project management experience in civil construction, site development, or heavy civil contractors
- Proven experience with HCSS (Heavy Bid and/or Heavy Job) and common estimating software; strong proficiency with Microsoft Office (Excel, Word, Outlook)
- Deep knowledge of grading, earthwork, utilities, water/sewer systems, and related construction methods and production rates
- Demonstrated ability to prepare accurate quantity takeoffs, unit pricing, and labor/equipment/resource forecasts
- Strong project management skills including schedule and budget control, subcontractor management, and change order administration
- Excellent written and verbal communication, negotiation, and client-facing skills
- Solid problem-solving, decision-making, and organizational skills; ability to manage multiple projects simultaneously
- Valid drivers license and ability to travel to job sites; OSHA 10 or 30, PMP, or other relevant certifications preferred
