An experienced consultant needed with both project management and business analysis skills with PMP and Scrum Master certification to support newly created PMO office.

• Works under limited supervision in the project management office (PMO) of administration
• Work on short-term and long-term goal for PMO program
• Work on PMO foundational work, like project management governance, standards, methodology (Agile, predictive etc.) & best practices
• Continuous improvement: review and update current processes, streamline and establish a standard protocol
• Determine/design/write PMO policies, template, forms etc.
• Adopt best practices for PMO.
• Analyze/implement efficient and reliable tools and techniques for PMO office
• Assist/mentor/coach for establishing a continuous professional skill development program for PMO staff to meet current and future business needs.
• Check PMO program maturity and guide us for annual program evaluation.
• Write newsletter for PMO marketing purposes.
• Under general supervision of PMO director, manages and coordinates all tasks (as project manager and as business analyst) of different sized projects with different complexities using appropriate PM methodology (Agile / Prededictive / Hybrid etc.)
• Create presentations and provide status of work progress

• PMP and Scrum Master certification
• Extensive experience in project management discipline.
• Extensive experience in analyzing and writing business requirements.
• Efficient in Microsoft suites.
• Artificial / Business Intelligence like Power BI.
• Efficient in project management tools like MS Project, Jira, Visio, SharePoint, Adobe etc.
• Good analytical, problem solving and organizational skill.
• Excellent technical document writing skill.
• Must be able to efficiently create necessary documentation to support project life cycle (inception through production).
• Ability to work with IT engineers / technicians related to IT projects.
• Performs other related duties at co-worker and supervisor's request.

• Different type of project management methodology concepts (like predictive, Agile, Kanban, Lean, Scrum, Scrum Ban, AUP, Crystal, Hybrid etc.)
• Ability to maintain good professional relations with different types of stakeholders.
• Strong personal, ethical, and moral standards.
• Good interpersonal skills.
• Proactive and self-motivated.
• Self-starter with the ability to prioritize workload and manage time.
• Willingness to learn new things and take ownership.
• Understand the concept of cyber security, CJIS (Criminal Justice Information System), data classification for privacy and for security purpose and CALEA (The Commission on Accreditation for Law Enforcement Agencies, Inc.) compliance.
• Database concept.
• SQL queries concept.
• User interface (UI) concept.
• Programming language and programming architecture concept (Object Oriented, N-Tier etc.)
• Network infrastructure (router, switches, wifi, token etc.) concept.
• Office 365 suite

Bachelor's degree or master's degree in project management / management information systems /technology management / business administration or related field or equivalent work experience.
