IT Healthcare Consultant – Project Manager (MMIS Operations)

We are seeking an experienced IT Healthcare Consultant – Project Manager to lead operational management activities for a large-scale Medicaid Management Information System (MMIS) environment. This role is responsible for overseeing business-critical Medicaid system operations, including managed care organization (MCO) enrollment, claims and encounter processing, payment operations, release management, incident management, vendor coordination, and operational support. The ideal candidate has a strong background managing healthcare technology operations, Medicaid systems, and cross-functional technical teams in a fast-paced production environment.
Key Responsibilities:- Medicaid Systems Operations
- Lead day-to-day operations for MMIS, Encounter Processing Systems, and related healthcare applications
- Oversee production support, help desk operations, EDI/interface support, and operational monitoring
- Ensure business-critical Medicaid systems remain available, stable, and compliant
- Coordinate with internal IT teams, vendors, cybersecurity, and enterprise architecture groups
- Project & Operational Management
- Manage system implementations, enhancements, and operational initiatives
- Develop project plans, timelines, and operational readiness strategies
- Coordinate release planning, implementation activities, readiness assessments, and post-implementation monitoring
- Support change management activities, including backlog grooming and approval processes
- Incident & Vendor Management
- Lead incident management activities, including issue tracking, escalation, and resolution
- Coordinate internal and external stakeholders to resolve production issues quickly and effectively
- Manage third-party vendors responsible for system development and support
- Monitor vendor performance and service level agreements (SLAs)
- Team Leadership
- Lead and mentor cross-functional operational support teams
- Assign workloads and monitor team performance
- Foster a collaborative, professional, and customer-focused work environment
- Provide guidance and operational direction to technical staff
- Compliance & Process Improvement
- Ensure compliance with healthcare and regulatory security requirements
- Develop, maintain, and improve Standard Operating Procedures (SOPs)
- Identify operational risks and implement process improvements
- Prepare operational reports, executive presentations, and status updates
- Bachelor's degree in Information Technology, Business, Healthcare, or a related field OR equivalent professional experience
- 5+ years of experience managing healthcare system operations involving claims and/or encounter processing
- 5+ years of IT project management experience supporting system implementations or enhancements
- 3+ years of experience managing third-party vendors providing application development or support services
- Experience leading production support and operational teams
- Strong knowledge of incident management, release management, and change management processes
- Ability to provide on-call and after-hours operational support when required
- Excellent communication, leadership, and organizational skills
- Experience managing Medicaid Enterprise or MMIS operations
- Knowledge of Medicaid eligibility, enrollment, claims, and encounter processing
- Experience with ticketing and incident management systems
- Experience developing Standard Operating Procedures (SOPs)
- AWS Cloud Certification
- Experience presenting to executive leadership and preparing operational reports

- Organized, proactive, and capable of managing multiple high-priority initiatives simultaneously
