Must be a current SC resident or willing to relocate to SC at their own expense before starting.

The consultant will perform manual testing of technical solutions, translate business and technical requirements into test cases, execute testing, document defects, and support defect resolution. The environment supports SCDHHS's Medicaid/MMIS modernization initiatives.

• Translate functional, technical, business, and policy requirements into test cases and scenarios.
• Develop and execute functional and technical test cases.
• Perform functional, regression, smoke, usability, and boundary testing.
• Maintain requirements-to-test-case traceability and assist with traceability matrices.
• Participate in defect triage, retesting, and resolution.
• Document test results, defects, QA status, and related reports.

• Bachelor's degree in a technical, business, healthcare, or related field; relevant experience may substitute for formal education.
• 2+ years translating business requirements or policy documentation into test cases and scenarios.
• 2+ years of manual testing techniques: functional, regression, smoke, usability, and boundary testing.
• 3+ years of strong healthcare operations and business process knowledge, preferably Medicaid.

• 2+ years working with large enterprise or e-business systems.
• 3+ years using QA/test management tools such as Jira, Azure Dev Ops, Test Rail, or similar.
• 3+ years working within SDLC/Waterfall and Agile delivery environments.
• Technical and/or Project Management certifications are desirable.
