IT Business Analyst
The Department of Administration's Office of Technology & Information Services (OTIS) is seeking an IT Business Analyst to join the team. OTIS oversees the state's federated model for implementing, enhancing, and protecting information technology (IT) resources and the utilization of IT shared services across agencies. In this role you will work with IT leaders, business stakeholders, finance, reporting, and operational teams to document requirements, improve processes, support demand intake, define reporting needs, and prepare decision-ready materials.
You will be responsible for translating business needs, operational challenges, and leadership priorities into clear requirements, documented processes, decision-ready analysis, and actionable recommendations. This position is onsite in Columbia, SC.
Responsibilities of the IT Business Analyst:
- Document current-state and future-state processes, workflows, hand-offs, roles, and improvement opportunities.
- Help convert institutional knowledge into accessible process documentation that supports consistency, accountability, and repeatable execution and owns process document repository.
- Support organizational change management and communication efforts.
- Define reporting requirements, standardize business definitions, improve data quality, and support leadership decision-making.
- This role will contribute to the IT Business Management goal of creating a single source of truth, standardizing reporting, developing executive dashboards, and enabling data-driven decision support.
- Support demand intake, request clarification, business case development, prioritization discussions, and governance preparation.
- Maintain clear documentation of decisions, open questions, risks, dependencies, and follow-up actions. The role will support demand and portfolio visibility.
- Act as a liaison with IT operations and business functions.
- Serve as business analyst for complex cross-functional initiatives.
- Support testing, user acceptance, implementation readiness, and post-implementation review by confirming that delivered solutions align with approved requirements and intended business outcomes.
- Perform other duties as assigned.
Minimum and
Additional Requirements:
- A bachelor's degree in computer science or a related area and experience in computer system development and modification. Relevant experience may substitute for the bachelor's degree on a year-for-year basis.
- Two (2) years of experience analyzing business processes and workflows.
- Two (2) years of experience with business process mapping tools such as Visio or equivalent process-mapping tools.
- At least 1 year of experience with Power BI.
Additional Requirements:
- Demonstrated ability to translate operational and technical data into executive-level insights and recommendations.
- Have the ability to work independently and respond to project tasks by developing solutions within defined parameters.
- Strong process mapping and process improvement skills.
- Ability to translate business needs into clear documentation.
- Strong written communication and meeting facilitation skills.
- Ability to analyze issues, identify root causes, and recommend practical improvements.
Preferred Qualifications:
- Three (3) years of experience as a business analyst in a large-scale technology environment.
