About the Team
The Division of Technology Services at the South Carolina Department of Social Services (DSS) is responsible for developing, implementing, maintaining, and supporting multiple mission-critical applications that serve citizens across the state.
The team operates in a collaborative, results-oriented environment focused on delivering innovative technology solutions that improve social services operations.
This role offers an opportunity to contribute to large-scale modernization initiatives including Economic Services Re-Engineering projects and the Refugee Management System.
Position Overview
The Department of Social Services is seeking a highly motivated Systems Software Programmer - Project Lead to join the Web Application Development team. The selected candidate will play a key role in the development and delivery of enterprise web-based applications supporting eligibility systems, registration, interview center operations, and economic services modernization initiatives.
The ideal candidate will possess strong full-stack Microsoft development expertise with extensive experience in .NET technologies, SQL Server, Angular, and enterprise web application architecture.
Key Responsibilities
- Design, develop, test, and maintain enterprise web-based software applications using Microsoft technologies.
- Collaborate with software engineers, technical leads, and stakeholders to understand subsystem and component specifications.
- Recommend technical improvements to facilitate efficient and scalable software development.
- Design and document system components and subsystems using object-oriented programming principles.
- Develop and debug software modules, APIs, and web services.
- Write and execute unit tests, integration tests, and participate in system testing activities.
- Participate in deployment activities across test and production environments.
- Analyze system-level decisions and communicate impacts on application components and architecture.
- Support and maintain development infrastructure including:
- Source code repositories
- Build systems
- Testing systems
- Deployment processes
- Mentor junior developers and contribute to knowledge sharing across teams.
- Serve as a key contributor to the Economic Services Re-Engineering initiative supporting:
- Registration systems
- Interview Center applications
- Eligibility systems
- Refugee Management solutions
- Ensure timely project delivery while collaborating effectively within a team environment.
Mandatory Qualifications
- 13+ years of experience designing and implementing medium to large-scale software systems using .NET architectures
- 5+ years of experience developing data-driven applications utilizing SQL within enterprise application architectures
- 5+ years of experience building scalable web-based applications using:
- N-tier architectures
- Dynamic web content
- Complex security models
- Highly scalable solutions
- 6+ years of experience with Angular
- Strong experience with:
- C#
- ASP.NET
- ASP.NET MVC 3 or higher
- .NET Framework
- jQuery
- PrimeNG
- Entity Framework
- IIS
- WCF
- SSRS
- Experience with:
- Microsoft Visual Studio
