Major Duties and Responsibilities

This position supervises the administrative functions of Solid Waste Management.

  • Prepares weekly and bi-weekly payroll; tabulates and calculates overtime hours and pay; documents employee sick and vacation leave time, personnel actions, worker's compensation, and employee insurance benefits registration; prepares personnel files for all employees.
  • Provides technical support to department personnel, liaisons between management and crews, the department, and outside agencies, and between citizens and divisional support personnel.
  • Establishes and maintains alphabetic and numeric filing system; manages database. Formats and types letters, memos, forms, reports, correspondence, charts, and other documents; enters and retrieves computerized data; prepares narrative and statistical reports.
  • May dispatch emergency and non-emergency maintenance personnel; monitors 2-way radio for units making reports; disseminates information to and from field personnel.
  • Coordinates events and projects; participates in committee reviews of activities.
  • Answers telephones and interacts with visitors; responds to requests and provides information; explains ordinances, rules, regulations, policies, and applicable laws to the public.
  • Maintains office supply inventory; orders supplies, and maintenance materials as needed; coordinates delivery.
  • Receives, processes, and distributes departmental mail.
  • Performs other related duties as assigned.
Knowledge,

Skills and Abilities
  • Knowledge of the principles and practices of modern office administration and procedures, such as letter writing.
  • Knowledge of basic mathematical and statistical computations including addition, subtraction, multiplication, division, percentages, and ratios.
  • Knowledge of the principles of records management.
  • Skill in research, statistical analysis, and report preparation.
  • Skill in analyzing and resolving office administrative situations and problems.
  • Skill in problem solving and decision making.
  • Skill in operating standard office equipment.
  • Skill in oral and written communication.
  • Ability to work independently and with minimal supervision.
  • Knowledge of Generally Accepted Accounting Principles.

Minimum Education al and Training Requirements

Knowledge and level of competency that are commonly associated with the completion of specialized training in the occupational field, in addition to basic skills typically associated with high school education. Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.

Physical Requirements

The work is typically performed while sitting at a desk or table while intermittently standing, walking or stooping and distinguishes between shades of color. The employee frequently lifts light and occasionally heavy objects. Additionally, the following physical abilities are required:

  • Crouching – bending body forward by bending leg, spine.
  • Feeling – perceiving attributes of objects by touch with skin, fingertips.
  • Grasping – applying pressure to object with fingers, palm.
  • Handling – picking, holding, or working with whole hand.
  • Hearing 1 – perceiving sounds at normal speaking levels, receive information.
  • Hearing 2 – receive detailed information, make discrimination in sound.
  • Kneeling – bending legs at knee to come to rest at knees.
  • Lifting – raising objects from lower to higher position, moving objects side to side, using upper extremities, back.
  • Manual Dexterity – picking, pinching, typing, working with fingers rather than hand.
  • Mental Acuity – ability to make rational decisions through sound logic, deductive reasoning.
  • Pulling - use upper extremities to exert force, haul or tug.
  • Pushing – use upper extremities to press against objects with force, or thrust forward, downward, outward.
