Primary Function:
The job of Workforce Development Program Specialist is done for the purpose/s of (1) planning, coordinating, and executing district-wide workforce development activities and events to ensure student readiness for the 21st-century workplace; (2) establishing and maintaining strategic community and business partnerships; and (3) overseeing the Youth Apprenticeship Program (YAP) and school-based Work-Based Learning (WBL) coordinators to ensure compliance with school, district, and state objectives.
This position is subject to yearly federal funding and state grant funding.
Requirements:
1. Educational Level: Master's degree in job-related area.
2. Certifications/Licenses:
Work-Based Learning Certification (or the ability to obtain it within a specified timeframe);
Valid driver's license

Experience:
Minimum five years of job-related experience in education, workforce development, or business relations.

Routine physical activities that are required to fulfill job responsibilities.
5. Skills, Knowledge and Abilities:
Skills are required to perform multiple, technical tasks with a need to periodically upgrade skills in order to meet changing job conditions. Specific skill-based competencies include: planning and managing complex events; developing and maintaining professional partnerships; and using web-based databases (e.g., C-NET) for program tracking. Knowledge is required of state and federal WBL standards, youth apprenticeship regulations, and local workforce trends.
Specific knowledge includes:
Georgia Department of Education WBL Standards and Guidelines; career pathways and CTAE delivery models; and effective public relations strategies. Ability is required to schedule a significant number of activities and meetings; gather and analyze data; and work with a wide diversity of individuals and community groups. Specific ability-based competencies include: maintaining confidentiality; communicating effectively both orally and in writing; and working under limited supervision to meet district-wide goals.
Essential Duties:
1. Serves as the primary liaison for strategic community partnerships, including the Greater Columbus Chamber of Commerce, the Partners in Education (PIE) program, and the Local Opportunities for Today and Tomorrow (LOTT) event.
2. Coordinates and manages district-wide workforce development events, including "I Love My Future Week," the annual High School Graduate Future Fair, SHINE Competition, and the CTAE Student of the Year program.
3. Administers and oversees the district's Youth Apprenticeship Program (YAP) in accordance with the Georgia Department of Education (GaDOE) WBL Standards and Guidelines, ensuring all program requirements and grant objectives are met.
4. Supervises and supports school-based Work-Based Learning Coordinators, providing guidance on student placements, documentation, and the use of the C-NET student database.
5. Develops and implements strategic partnerships with local business and industry leaders to create high-skill, high-wage, and high-demand student placements.
6. Conducts annual assessments of workforce development and WBL programs for the purpose of continuous program improvement as required by state and local regulations.
