Job Title

This position patrols, enforces, and communicates with the public regarding Illegal Dumping Ordinances.

Major Duties and Responsibilities

This position is responsible for patrolling the county for code violations pertaining to solid waste, recycling, yard waste, and litter. It also involves patrolling illegal dumping areas looking for non-compliance with the CCG Solid Waste Ordinances. The role includes testifying in court in reference to citations issued, attending court for citations, explaining laws, ordinances, and other concerns to the public, other departments, and elected officials.

Administrative duties such as completing weekly reports, investigating and researching property ownership through the property tax office, responding to daily 311 Citizens Services Center requests/concerns, interacting with courts, probation agencies, and probationers, supervising probationers in picking up litter, and performing other related duties as assigned are also part of the job.

Skills and Abilities

The position requires knowledge of safety rules and regulations, communication equipment such as phones, handheld radios, cell phones, etc., City policy, City ordinances, Georgia State law, federal law on yard waste, household garbage, and recycling collection and disposal, and the ability to serve citation for violations of city codes. Skills in interpersonal communication, map reading and interpretation, time maintenance, problem solving and decision-making, standard business operations and computer programs including OUTLOOK, internet, EXCEL, WORD, CITILINK, and other software applications, developing and implementing workplace policies and procedures, written and verbal communication, understanding instructions, both written and verbal, map route design, and the ability to react positively and functionally to sudden changes are also necessary.

The role also requires the ability to discern map areas and the fastest way to navigate through a collection route, which is a section of the city of Columbus, to design an optimum way to traverse a route, and to read, write, and perform basic mathematical calculations.

Minimum Education al and Training Requirements

Knowledge and level of competency are commonly associated with the completion of specialized training in the occupational field, in addition to basic skills typically associated with high school education. Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.

This position requires the employee to be sworn in by the Columbus Police Department. Possession of or ability to readily obtain a valid driver's license issued by the State of Georgia for the type of vehicle or equipment operated.

Physical Requirements

The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, bending, crouching, or stooping. The employee occasionally lifts light and heavy objects, uses computer equipment, cell phone, and software requiring an intermediate level of technical knowledge, and must be able to distinguish between shades of color. Additionally, the following physical abilities are required: balancing – maintain equilibrium to prevent falling while walking, standing, or crouching;

grasping – applying pressure to object with fingers, palm; handling – picking, holding, or working with whole hand; hearing 1 – perceiving sounds at normal speaking levels, receive information; hearing 2 – receive detailed information, make discrimination in sound; lifting – raising objects from lower to higher position, moving objects side to side, using upper extremities, back; manual dexterity – picking, pinching, typing, working with fingers rather than hand;

mental acuity – ability to make rational decisions through sound logic, deductive reasoning; reaching – extending hands or arms in any direction; repetitive motion – substantial movements of wrists, hands, fingers; speaking – expressing ideas with spoken word, convey detailed, important…
