Position: HUMAN RESOURCES CONSULTANT II

minimum qualifications:

bachelor's degree in human resources or a related field required; a master's degree is preferred; supplemented by three years of experience in human resources; or two years of experience working as a human resources consultant i (fulton county government current or former employees only); or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

must possess and maintain a valid georgia driver’s license. Certification as senior professional in human resources (sphr or shrm-scp), professional in human resources (phr or shrm-cp), or international public management association (ipma-cp) preferred.

specific knowledge, skills, or abilities:

must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.

examination:

the examination will consist of an evaluation of education and experience, accomplished by analysis of the application. Application must document that the applicant possesses the minimum knowledge, skills, education, and experience as listed to be rated as qualified. If selected, an official, accredited college transcript is required, at time of employment, for all degrees/coursework used to qualify for this position.

purpose of classification:

the purpose of this classification is to provide professional human resources support to county departments. This classification is distinguished from human resources consultant iii, in that the former, provides technical analysis and consultation and/or assistance in employment, classification, compensation, and employee/labor relations, whereas the latter provides both lead direction to assigned staff, functions as the primary team contact for department heads, as well as, provides technical analysis, consultation, and/or assistant in various program areas.

functions:

the following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

serves as a consultant to county departments regarding employment, classification, compensations, employee relations, and other human resources issues; provides a wide variety of information to employees, management and the public concerning human resources programs, policies and procedures and interpretation of laws and regulations; receives and responds to inquiries; conducts research; and provides technical analysis.

counsels employees regarding policies, procedures and resolution of complaints; advises employees regarding the grievance and arbitration process.

provides mediation and conflict resolution services to managers and employees and prepares reports and makes recommendations; provides the grievance review committee with background information and documents as requested.

assists with coordination of human resources programs such as the commercial driver’s license (cdl) program, employee appreciation programs, grievance program, and other related activities.
