Duties And Responsibilities- Serve as a Civil Engineer responsible for the technical support, maintenance, operation, and improvement of coastal, inland river, and deep-draft navigation projects throughout the district.
- Plan, coordinate, and oversee maintenance and new-work dredging activities, ensuring compliance with engineering, environmental, and regulatory requirements. Collaborate with local, state, and federal agencies to obtain approvals, resolve issues, and support project execution.
- Represent the organization in meetings with government agencies, stakeholders, and local sponsors to coordinate navigation project activities, establish agreements, and facilitate effective project delivery.
- Review and evaluate engineering plans, specifications, scopes of work, and contract documents to ensure technical adequacy, constructability, environmental compliance, and alignment with project requirements.
- Develop and implement long-term dredged material management strategies, including identification and evaluation of disposal alternatives, beneficial use opportunities, and measures to maximize disposal site capacity and sustainability.
- Provide technical expertise on environmental compliance requirements associated with navigation projects, including the National Environmental Policy Act (NEPA), Clean Water Act, and ocean disposal regulations.
- Coordinate with project managers, engineers, planners, environmental specialists, contracting personnel, real estate staff, legal counsel, and operations personnel to support the planning, design, construction, and maintenance of navigation infrastructure.
- Support the development of annual work plans, project schedules, and funding requirements; identify and resolve technical challenges to ensure timely and cost‑effective project delivery.
- Provide technical review and support for cost estimates related to dredging, dike construction, and other waterborne construction activities.
- Participate on interdisciplinary planning, engineering, and feasibility study teams, providing technical recommendations for navigation and dredged material management projects.
- Assist with contract administration activities, including development of government estimates, preparation and review of contract modifications, negotiation support, and processing of change requests.
- Analyze contractor claims and disputes by reviewing technical documentation, specifications, records, and project correspondence; provide findings, recommendations, and technical support for Contracting Officer decisions and subsequent litigation activities.
- Serve as a technical advisor and liaison on navigation project operations and maintenance matters, ensuring effective coordination among internal stakeholders, regulatory agencies, and project sponsors.
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.
Minimum Education RequirementBachelor’s degree (or higher) in engineering. The program must lead to a degree in a school with at least one program accredited by ABET. Degree must be documented on a transcript.
