Position Summary

The incumbent plays a critical role in overseeing the grants management process and ensuring compliance with grant and Direct-pay regulatory requirements. The incumbent is responsible for monitoring all grant communications to determine applicability to the District and, as applicable, communicate to District staff appropriately. This position is the key point of contact for consultants regarding grant research, submittal, and compliance; and will represent the District as a subject matter expert on these topics.

This position requires exceptional organizational and communication skills, attention to detail, and an understanding of grant funding regulations, compliance procedures, and reporting practices. The incumbent will collaborate with various stakeholders, including internal business units, executive leadership, board of directors, customers, and consultants. This position reports directly to the Vice-President of Strategy and Transformation.

Education, Training and Experience

Bachelor's degree plus 4 years' experience as identified below OR Associates degree plus 6 years' experience as identified below OR High School Diploma/GED plus 8 years' experience as identified below required. Prior related experience:
Minimum of 4-8 years related experience is required, depending on education. Experience may include a combination of demonstrated leadership in electric, natural gas, or other related industry with extensive compliance related functions, or experience with grant writing, auditing, and compliance in a multi-faceted, fast-paced organization or governmental body. Grants Management Certificate Program preferred or is expected to be obtained within a 3 year period.

Essential Duties & Responsibilities

Grants Management and Compliance:

  • Develop and implement strategies to identify, secure, and manage federal and state grants.
  • Research and identify grant opportunities that align with the District's and potentially customers initiatives and strategic priorities.
  • Collaborate with consultants to prepare and submit grant applications, ensuring compliance with grant guidelines and deadlines.
  • Collaborate with business units to gather relevant information for grant proposals.
  • Monitor and track grant progress, including financial reporting, programmatic updates, and required documentation.
  • Maintain accurate records of grant activities, budgets, and expenditures.
  • Routinely report grant status to executive leadership, management, and board of directors.

Grant and Direct-pay Compliance Oversight & Reporting:

  • Stay up to date with federal, state, and local regulations, policies, and guidelines pertaining to compliance and reporting requirements.
  • Develop and coordinate implementation of policies and procedures to ensure compliance with applicable regulations, including but not limited to grant agreements, funding guidelines, financial reporting obligations, and Direct-pay filing requirements.
  • Conduct routine reviews coordinated with Audit Services to assess compliance with grant and Direct-pay requirements and identify areas for improvement.
  • Ensure accurate and timely financial reports are submitted to funding agencies and other relevant stakeholders.
  • Collaborate with the finance team to ensure proper documentation and recording of financial transactions related to grant funds and Direct-pay credits.
  • Assist in the development and implementation of internal control procedures to safeguard grant funds and assets.

Collaboration:

  • Collaborate with executive leadership, internal business units and customers to align grant initiatives with the organization's strategic goals and objectives.
  • Maintain effective relationships with funding agencies, customers, and other external stakeholders.
  • Participate in meetings, conferences, and professional development opportunities to stay informed about trends and best practices in grant management and compliance.
  • Accountable for other duties as assigned.
