Payroll Tax Compliance Manager

Position Overview

Our client is seeking an experienced Payroll Tax Compliance Manager to oversee payroll tax compliance across multiple legal entities, branch locations, and taxing jurisdictions. This individual will serve as the subject matter expert for payroll tax compliance, ensuring all federal, state, and local payroll tax obligations are met accurately, in a timely manner, and in accordance with applicable regulations.

This role partners closely with the organization's third-party payroll provider to manage payroll tax accounts, filings, compliance reporting, and issue resolution. Supporting a large, multi-state operation with numerous locations and tax jurisdictions, this position is instrumental in minimizing compliance risk and maintaining strong payroll tax controls.

Key Responsibilities
  • Serve as the primary point of contact for all payroll tax compliance matters.
  • Manage the relationship with the third-party payroll provider regarding payroll tax setup, account registrations, tax filings, payments, and compliance reporting.
  • Establish and maintain payroll tax accounts with federal, state, and local taxing authorities.
  • Develop and maintain a comprehensive payroll tax filing calendar for all required monthly, quarterly, annual, and special filings.
  • Audit payroll tax filings and remittances to ensure accuracy, timeliness, and regulatory compliance.
  • Review payroll tax reports and reconciliations to identify discrepancies and proactively resolve issues.
  • Research, respond to, and resolve payroll tax notices, assessments, audits, and agency inquiries.
  • Coordinate with the payroll provider to correct filing errors, payment discrepancies, late filings, and registration issues.
  • Track, document, and recover penalties and interest resulting from vendor filing errors when applicable.
  • Maintain organized records of payroll tax accounts, filings, notices, correspondence, and resolutions.
  • Partner with Payroll, Human Resources, Accounting, Finance, and Operations to ensure accurate employee tax setup and jurisdictional compliance.
  • Monitor changes in payroll tax laws and communicate potential impacts to internal stakeholders.
  • Recommend and implement process improvements and internal controls to strengthen payroll tax compliance and reduce organizational risk.
  • Prepare periodic compliance reports for leadership outlining outstanding notices, open issues, penalties, and resolution status.
  • Collaborate with accounting teams to reconcile payroll tax filings with the General Ledger.
  • Prepare quarterly workers' compensation accruals and assist with annual workers' compensation audits.
Qualifications
  • Bachelor's degree in Accounting, Finance, Business Administration, or a related field preferred.
  • Minimum of five years of payroll tax compliance experience, preferably in a multi-state environment.
  • Strong knowledge of federal, state, and local payroll tax regulations.
  • Experience with ADP Workforce Now or a comparable payroll platform is strongly preferred.
  • Demonstrated experience managing payroll tax notices, audits, and agency correspondence.
  • Strong analytical, reconciliation, and problem-solving skills.
  • Exceptional attention to detail and organizational abilities.
  • Ability to independently research and resolve complex payroll tax issues.
  • Excellent verbal and written communication skills.
  • Advanced proficiency in Microsoft Excel and payroll reporting tools.
  • Proven ability to manage multiple priorities while meeting deadlines.
Preferred Qualifications
  • Experience administering payroll taxes across multiple states.
  • Experience supporting organizations with multiple legal entities and numerous operating locations.
  • Familiarity with payroll tax account registration and agency compliance management.
  • Experience working with outsourced payroll providers and holding vendors accountable for service-level performance.
  • Knowledge of union, prevailing wage, or other complex payroll environments is a plus.
