Position DescriptionCGI Federal’s Housing Sector team partners with public housing authorities (PHAs) and the U.S. Department of Housing and Urban Development (HUD) to assist in the provision of affordable housing. This role is an opportunity to join an energetic team that works with affordable housing providers. New team members receive in-depth training to prepare them for their role, along with additional professional development opportunities for the affordable housing industry and general business skills.
The Housing Specialist is directly responsible for the timely and accurate completion of specified core tasks for case management under HUD’s Housing Choice Voucher Program (HCVP). The Housing Specialist works closely with applicants, participants and property owners to ensure compliance pursuant to HUD policy and the PHA’s HCVP Administrative Plan. The candidate uses CGI’s proprietary IT systems and the Microsoft Office Suite for day‑to‑day tasks.
Responsibilities- Income calculations and file reviews, maintaining high quality customer service with clients.
- Implementation of all aspects of HCV program administration including eligibility screening; employment, income, asset and deductions that affect rent calculations; school verifications; reasonable rent determinations; rent negotiations; housing subsidy assistance; rent calculations; voucher issuance; approving tenancy requests; reasonable accommodations; program moves and portability; landlord eligibility screening; housing assistance payments contracting; payment processing; periodic re‑certifications; referrals to mobility counseling services; program compliance;
terminations; caseload monitoring; and client and landlord customer service. Other duties may be assigned. - Manage, monitor and maintain monthly portfolio including collecting, processing and verifying documentation for clients and stakeholders; contacting third‑party sources for verifications.
- Ensure tasks are completed accurately and timely.
- Operate and maintain computer, printer, scanner, copier, fax and other office equipment.
- Accurate data entry in CGI and client systems of record for forms, reports and correspondence.
- Organize, evaluate, alphabetize and file materials or data as necessary.
- Assist other staff members when requested.
- Implement new CGI/HUD/client policies, procedures, and requirements as provided by the Supervisor.
- Research and respond to inquiries from clients, landlords and tenants regarding caseload matters and concerns.
- Educate program team members, participants, appropriate agencies and the public concerning affordable housing regulations, policies and procedures.
- Compile information; generate and present CGI internal and client reports accurately and timely.
- Perform related duties as assigned and provide staff coverage as needed.
- Manage multiple work streams and priorities simultaneously while maintaining quality, customer service standards, and accuracy.
- Participate in team meetings.
- Escalate issues requiring immediate supervisory attention.
- Ensure adherence to all policies and procedures.
- Work closely with other team members to provide high level of customer service.
- Associate’s Degree (Bachelor’s degree preferred) in Business, Public Administration, Social Sciences or related field.
- One year of customer service experience in the affordable housing industry preferred.
- Must obtain Certified HCVP Specialist within one year of employment.
- Skilled reading, analyzing, and interpreting data, documents, information and publications.
- Ability to evaluate information and situations to make independent decisions.
- Problem‑solving abilities with skills to identify critical issues and develop and execute plans to resolve disputes.
