The Ohio Facilities Construction Commission (OFCC) oversees capital projects undertaken by state agencies and state-supported institutions of higher education; manages Ohio's school facility programs which provide support for the construction and renovation of public K-12 schools; and administers the funding for community-based cultural and sports facilities projects.
The Commission sets uniform rules, procedures, and standardized documents for state construction under Chapter 153.
The legislature established the Commission in 2012 with the merger of the Ohio School Facilities Commission (OSFC) and the former Office of State Architect. In 2013, the Commission undertook oversight of the cultural facilities grants program. In 2017, the legislature further folded all OSFC duties and responsibilities into the Commission, thereby consolidating guidance and oversight for its various programs into one entity.
Job DescriptionWhat You’ll Do:
- Coordinate construction procurement functions of the agency, in cooperation with other procurement staff
- Ensure compliance with policies and procedures for solicitation, evaluation, selection, and award of contracts for professional design, consulting, and construction services
- Assist in coordinating procurement, advertising, and solicitation processes
- Coordinate and update bid tracking and procurement award tracking tools
- Serve on teams for shortlisting, interviewing, and selecting firms
- Support contract negotiations
- Provide guidance, training, and outreach to staff and external customers on procurement issues
- Support the Encouraging Diversity Growth, Equity (EDGE) program
- Maintain vendor performance evaluation database and process, including reviews with the quality construction team on proposed contractor and subcontractor lists
- Provide support to Projects and Legal teams for debriefs, protests, and public records related to procurement
- Stay current and utilize agency information technology and data tools that support the procurement function, including OAKS‑CI, Bid, Express, Ohio Buys, the agency website, metrics, and data transformation
- Screen requests for the DAS Requisite Program
- Coordinate with appropriate staff to grant waivers or reject requests in Ohio Buys
- Support consultant list reservations and agreements in OAKS‑CI
- Support agency grant programs, including cultural facilities, community schools, school safety, and other grant programs assigned to the agency
- Support procurement of supplies and services contracts as requested by the Finance office
- Perform other related duties as assigned
- 24 months experience in a purchasing/procurement position that involved reviewing requisitions, writing invitations‑to‑bid, evaluating vendor responses, and communicating with vendors and customers; OR
- Completion of associate degree coursework in one of the previously stated areas of study, 6 months experience in a purchasing/procurement position that involved reviewing requisitions, writing invitations‑to‑bid, evaluating vendor responses, and communicating with vendors and customers; completion of undergraduate program core coursework in public or business administration, purchasing, materials management, contracting, acquisition management, logistics, or another purchasing‑related field.
