The Innovate Ohio Platform operates on a complex, broad, and continuously expanding set of applications and tools, housed on both cloud infrastructure and SaaS products that the program leverages to build and provide mission‑critical services to the State and its constituents. The Organizational Change Management Team is looking to improve efficiencies, effectiveness, and standardization.

This candidate is needed to fill two key gaps within the IOP CX platform:

Systems Training Developer

The purpose of this position is to support IOP CX operations and technology self‑directed learning from staff and partners. The contractor is expected to use instructional design software to develop and maintain learnings that can be launched through the state’s Learning Management System.

As platform adoption rises, agencies continue to onboard applications and services to the platform at a rapid pace. IOP consistently has dozens of projects operating in parallel, many of which are technically complex, mission critical, and traverse diverse organizations, both across State agencies and within DAS. This role is to provide technical learning development, management, and delivery to these complex and critical projects, to ensure that they are successfully implemented.

Job Duties:

  • Responsible for developing, implementing, and reviewing curriculum and learning modules for IOP staff and stakeholders.
  • Responsible for continuous improvement/training related to Organizational Change Management and Communications.
  • Ensure training materials and learning objectives are aligning and current with IOP organizational change management, Project Management and Technical operations.
  • Analyze and translate technical skills needed for end users.
  • Use best practice in adult learning and instructional design to develop and manage effective training modules.
Organizational Change Management Practitioner

As the platform continues to grow and expand on its core services and offerings, it is imperative that the platform formalizes and provides consistent, transparent, and effective change management to ensure implementation success and meet the evolving needs of our state partners. This position will further reduce the needs for outsourcing OCM on vendors per project. This role is needed to ensure all projects meet best practice change management where tools can be centralized, tracked, and replicated across projects.

Responsible for collaborating consistently and effectively with IOP OCM leadership, managers, and staff as well as partner agencies, boards, and commissions.

Job Duties:

  • Deliver OCM strategies and plans that include the State’s recommended approaches for business process improvement, business readiness, communication, and training activities.
  • Manage communication planning, development, distribution and feedback mechanisms for assigned projects.
  • Identify change management needs/gaps, develop, and document change management plans; processes, methods and deliverables to be used repetitively on all IOP projects.
  • Drive IOP adoption by focusing on the people aspects of change initiatives, including changes to business processes, systems, and technology.
Mandatory Skills
  • Must be subject matter experts in a broad array of change management and instructional design as they provide assessments, deliverables, and guidance on complex technical projects.
  • Must be experts in IOP’s underlying product suite and the tools that we have existing contracts with.
  • Ability to implement and support organizational change, ability to communicate effectively across the organization, analytical and problem‑solving skills.
  • Experience establishing, documenting, implementing, and enforcing technology standards and/or policies.
