What You’ll Do At DBH

The Revenue Cycle Manager is responsible for directing and overseeing the daily operations of centralized revenue cycle functions including patient registration, coding, billing, charge capture, and collections. In this position, you will collaborate with agency divisions, including IT, training, & Health Information System/EPIC teams to assist in improving Electronic Health Record (EHR) system utilization, integrity, and reporting capabilities. You will be responsible for ensuring accuracy, compliance, and efficiency across all revenue cycle activities.

As a leader in this role, you manage billing, reimbursement, financial reporting, and system integration efforts while driving process improvements and supporting strategic decision‑making.

The ideal candidate brings strong expertise in healthcare finance, revenue cycle management, and financial systems, along with a proven ability to lead teams and collaborate across disciplines.

• Direct and oversee full revenue cycle operations, including patient registration, coding, billing, charge capture, and collections.
• Ensure alignment of operations across all Regional Psychiatric Hospitals (RPH) with broader agency goals and revenue cycle strategies.
• Identify and resolve revenue cycle inefficiencies and leakage.
• Ensure accurate and timely reimbursement from Medicaid, Medicare, and other payers.
• Support the Chief Fiscal Officer (CFO) on financial projects, fiscal planning, and other operational needs.

• Lead implementation, optimization, and governance of EPIC systems revenue cycle modules.
• Develop and maintain automated reporting tools and dashboards using Excel and system-based reporting tools.

• Ensure revenue cycle compliance with regulatory bodies and standards.
• Monitor changes in industry standards, regulations, and trends.
• Establish and maintain strong internal controls.
• Ensure internal policies and procedures are maintained and updated.

• Perform cost reporting duties for Medicare, Medicaid, and DSH for Regional Psychiatric Hospitals.
• Develop Key Performance Indicators (KPIs) and financial dashboards.
• Provide actionable insights to support executive decision‑making.

• Supervise professional managers and staff across revenue cycle departments.
• Assign and review work to ensure accuracy, compliance, and productivity.
• Develop and implement staff training programs focused on compliance and best practices.
• Foster a high‑performance culture through coaching, mentoring, and development planning.

• Coordinate between revenue cycle functions and Epic module teams (e.g., Professional, Hospital, Cadence, Prelude & Grand Central) billing to enhance system workflows & support ongoing optimization.
• Coordinate interdisciplinary efforts with clinical operations, IT, quality, and compliance teams.
• Ensure accurate coding, documentation, and claims processing.

• Develop and implement solutions for issues such as payment delays, denials, or unbilled charges.
• Monitor and evaluate key performance indicators (KPIs) and trends to make recommendations for actionable improvements to agency leadership.
• Lead process improvement and automation initiatives to enhance accuracy/efficiency and reduce errors.

• 66 months experience or 66 months training in financial administration.
• or completion of undergraduate core program in public or business administration, accounting, finance or related field; 42 months experience or 42 months training in financial administration.
• or completion of graduate core program in public or business administration, accounting, finance or related field; 30 months experience or 30 months training in financial administration.
• or 12 months experience as Financial Program Manager, 66585.
• or the equivalent of Minimum Class Qualifications for Employment noted above.

15 on the E1 Exempt Pay Range Schedule. Normal working hours Monday through Friday, 8:00 am to 5:00 pm (Flexible Schedule).

Location:

Office of Financial Management, James Rhodes State Office Tower, 30 East Broad Street, 11th floor, Columbus, Ohio 43215. Pay step 1 with opportunity for raise after six months and yearly thereafter.
