Position: Human Services Developer (Early Care and Education Specialist- Curriculum and Assessment)
This role sits within the Bureau of Training, Technical Assistance (TA), and Practice Advancement (PA). It blends training, coaching, project management, policy implementation, and cross agency collaboration. If you enjoy supporting early childhood professionals, translating policy into practice, and keeping statewide systems running smoothly, this position offers a lot of variety and meaningful impact.

What You'll Do Most Often

* Provide technical assistance and professional development to early care and education providers across the state.

* Deliver training on early learning standards, curriculum, assessment, emergent literacy practices aligned to the Science of Reading, and program eligibility.

* Support curriculum and assessment review processes, helping programs understand and use high quality tools.

* Manage statewide training for DCY managed assessments like the Kindergarten Readiness Assessment, including supporting teachers, participating in material development, and helping oversee the assessment Help Desk.

* Work with IDEA Part B, Section 619 and IDEA Part C teams to support curriculum, assessment, and transition processes for young children with disabilities.

* Implement policies related to Infant/Early Childhood Mental Health (IECMH) and Early Care and Education TA.

* Contribute to fiscal processes-such as budget review, agreement development, or acting as an agreement manager-depending on assigned projects.

* Develop and share training materials, guidance documents, and communication tools for providers and families.

* Respond to inquiries from providers, families, regional partners, and other agencies to clarify policies, expectations, and best practices.

Collaboration & Stakeholder Engagement You'll spend a significant amount of time partnering with:

* Child care resource and referral agencies

* Regional state support team providers

* Local administrators and test coordinators

* Other DCY bureaus and state agencies

* Vendors, grant recipients, and cross agency work groups

This includes planning and facilitating meetings, gathering stakeholder input, supporting implementation of statewide initiatives, and participating in program planning conversations.

Data & Documentation Responsibilities

* Track compliance data, improvement plans, and program characteristics.

* Review and maintain program data to support decision making.

* Help ensure the DCY website stays updated and meets accessibility requirements.

* Maintain reports, contacts, and demographic information related to programs you support.

What the Work Environment Is Like

* Fast-paced and collaborative-priorities can shift based on statewide needs or provider questions.

* A mix of independent tasks (data review, material development) and highly interactive work (trainings, meetings, technical assistance).

* Most work is project based, requiring organization, follow up, and comfort managing multiple responsibilities at once.

* Travel may be required at times to support regional training or stakeholder meetings.

* You will often serve as a subject matter expert, so confidence in interpreting policy and explaining complex information is important.

Pay Information:

Unless required by legislation or union contract, starting salary will be step 1 of the salary range associated with this position. New hires advance to the next step in the range after 6 months and annually thereafter. Based on collective bargaining and legislative activity, there may be cost of living increases awarded annually. Additional longevity supplements begin after 5 years. The current wage progression for this position is in the table below.
