Overview
This position is in the capital improvements plan (CIP) review section and will be responsible for the review of design plans with an emphasis on traffic signals. Under direction, this position is responsible for performing moderate to difficult professional engineering work and related duties. This position may also serve as a Project Manager on signal-type projects when needed. Additional duties may include other plan review areas such as maintenance of traffic (MOT), traffic control (TC), roundabouts, ADA ramps, plans for public and private development projects, etc.
This position works with internal and external project managers, project stakeholders, and consultants to resolve plan issues. This position may develop or assist in developing and updating City of Columbus design standards and specifications (e.g., Standard Construction Drawings, Design Memos, plan notes, sample plans, submittal requirements, etc.).
Note: Any one position may not include all of the duties listed, nor do the examples cover all of the duties that may be performed.
Responsibilities- Act as engineer-in-charge of moderately large construction and/or maintenance projects.
- Review and interpret plans and specifications for equipment, materials, and general construction; evaluate design, schedule, and scope; provide technical advice and recommend changes as required.
- Check work accomplished by subordinates for quality and quantity using pre-established standards and policies.
- Supervise and evaluate professional and technical staff.
- Review plans and designs prepared by staff and consulting engineers for conformance to plans, contract specifications, federal, state, and City regulations and codes, and sound engineering principles.
- Serve as liaison to and communicate with affected groups such as City departments, inspectors, contractors, developers, design consultants, utility companies, or other participants related to specific engineering projects.
- Represent the division at meetings with local, state, and federal agencies, regional planning and technical committees, commissioners, citizen groups, engineering groups, and other City departments.
- Stay abreast of current engineering principles.
- Prepare comprehensive technical reports and maintain proper engineering files, including plans and other project management data or documents.
- Operate a computer and mapping software to draw and review maps and plans.
- Review reports, studies, recommendations, and surveys performed by subordinates and/or consulting firms.
- Prepare preliminary plans/proposals and specifications and cost estimates for engineering projects.
- Possession of a valid State of Ohio certificate as a registered Professional Engineer (P.E.) and one (1) year of professional engineering experience. Substitutions:
Possession of a valid State of Ohio certificate as a registered Professional Engineer (P.E.) and five (5) years of practical engineering experience. - Specialization in the discipline for which appointment is being made may be required for some positions and will be incorporated in the job postings, as appropriate.
- Possession of a valid driver’s license.
Professional experience is defined as responsible and significant engineering work performed after registration as a Professional Engineer (P.E.). Practical experience is defined as responsible and significant engineering work performed after graduation from an accredited, degreed engineering curriculum.
