Job Description
Effective October 1, 2025, the Ohio Department of Mental Health & Addiction Services became the Ohio Department of Behavioral Health, continuing our commitment to comprehensive, person‑centered care. All positions and services now fall under DBH.
What you’ll do at DBH
As a Financial Analyst, you support financial operations by examining accounting records, financial statements, and related reports to ensure accuracy, completeness, and compliance with standards. You conduct complex reconciliations, resolve transactional errors, manage specialized accounts, and maintain proper financial controls across state programs and agencies. Additionally, you perform fiscal year‑end processes, cash management tasks, and debt collection activities.
Key Responsibilities
- Examine and analyze accounting records, financial statements, and financial reports for accuracy, completeness, and adherence to reporting and procedural standards.
- Perform complex reconciliation of financial records, including MBE/EDGE, payment card activity, and purchasing thresholds.
- Determine proper coding for financial transactions and develop or update forms and procedural manuals to support accounting operations.
- Research, analyze, and resolve transaction errors related to budget, coding, or interface issues without external involvement.
- Administer and monitor accounts held outside the Treasurer of State, including those for behavioral health hospitals, corrections, youth services, and county jails.
- Investigate questionable or unauthorized payment transactions and monitor outstanding Accounts Receivable and Accounts Payable items.
- Review expenditures for compliance, ensuring all allowable costs fall within the established Period of Availability.
- Process billing for multiple departments, run reports to ensure accuracy of charges on invoices, funds applied, and successful upload to OAKS.
- Perform additional accounting duties such as determining daily cash draw amounts, completing fiscal year‑end closeout activities, calculating service charges, and managing debt collection processes, including notices, payment schedules, and certification of unpaid invoices to the Attorney General’s Office.
This is an hourly position covered by the OCSEA/AFSCME bargaining unit (union), with a pay range of $30 on the OCSEAPay Range Schedule. Normal working hours are Monday thru Friday, 7:30am – 4:00pm. The position is located within Ohio Pharmacy Services at 2150 West Broad St., Columbus, Ohio 43223.
