A Liaison Officer 1 handles legislative & public affairs for the Ohio Developmental Disabilities (DD) Council. Furthermore, the Liaison Officer 1 directs legislative activities as mandated by PL 106-402 (DD Act of 2000) and formulates policy recommendations for the DD Council Director and Council Members.
Key Liaison Officer 1 Tasks- Drafts potential state and federal legislation, rules/regulations, and amendments thereto
- Drafts & assists in the formulation of oral & written testimony
- Contacts the offices of legislators & policymakers for information
- Reads & tracks pending federal & state legislation, budget bills, rules/regulations, and past/current litigation
- Provides monthly legislative updates and formulates legislative fast facts/talking points
- Organizes & participates in legislative coalitions
- Provides training & materials to assist in legislative advocacy
- Coordinates & plans Council Public Policy Committee meetings
- Recommends proactive strategies or procedures for systemic public policy change and usage of grant-related funds
- Establishes legislative and policy making goals for DD Council grant programs in conjunction with the State Plan for DD Council
- Designs program plan for monitoring and evaluation of programs authorized by federal legislation
- Attends local, state, and national conferences and trainings to stay informed regarding developments affecting the public policy about services to individuals with developmental disabilities
- Writes newsletter articles & announcements for Council publications
- Operates a personal computer to retrieve data and generate documents
- Performs other related duties & special projects, as assigned
- 3 years experience in a position involving public speaking/public contact to explain policies, procedures & programs of agency, writing of promotional &/or explanatory publications & materials &/or drafting legislation &/or administrative rules for government agency.
- 24 months experience as legislative aide or page.
- Completion of undergraduate core coursework in English, journalism, communication or political science AND 12 months experience in handling legislative &/or public affairs for government agency.
- 12 months experience as Assistant Liaison Officer, 63510.
- Equivalent of Minimum Class Qualifications for Employment noted above.
