Agency Overview

OHFA provides affordable housing opportunities for Ohioans, ranging from rental assistance to home ownership. The Agency’s programs support first‑time home buyers, renters, senior citizens, and other populations with special needs who otherwise might not afford quality housing. OHFA’s Office of Program Compliance monitors more than 1,600 rental properties throughout Ohio, ensuring compliance with IRS, HUD, USDA Rural Housing, HOME Partnership funds, Ohio Housing Trust Funds, ARRA, and state regulations.

The Office conducts training for owners and managers of rental projects.

Job Description What You’ll Do
  • Travel throughout Ohio to conduct physical compliance inspections of properties in the field.
  • Complete file inspections and audits either in the field or in the office.
  • Review tenant files for income and household composition requirements under multiple affordable housing funding guidelines.

Position Notes
  • Columbus‑based employees must report to OHFA’s offices at 2600 Corporate Exchange Drive, Columbus, OH 43231.
  • Depending on the time of year, employees will either work in the office 80 % of the time and be in the field 20 % of the time, or work in the field 80 % of the time and be in the office 20 % of the time.
  • The determination of time spent in‑office versus the field will be made by management to ensure required inspections and audits are completed.
  • Duties may be performed anywhere in Ohio, including Columbus, Toledo, Cleveland, Youngstown, Zanesville, Athens, Portsmouth, Cincinnati, and/or Dayton.
  • When working in the field, staff may use a state vehicle for work‑related purposes.
Classification Specific Notes
  • During the first year, Housing Examiners train with more experienced staff; their work schedule will depend on the staff member assigned to them.
  • Fieldwork is physically demanding, involving inspections of building interiors and exteriors, climbing stairs, opening windows, stooping to view ovens, and walking around building exteriors. These tasks may occur in all weather conditions.
  • Housing Examiners must obtain and maintain one of the following credentials:
    Specialist in Housing Credit Management (SHCM), Housing Credit Certified Professional (HCCP), Novogradac Property Compliance Certification (NPCC), or Tax Credit Specialist (TCS).
  • Candidates who do not possess or are not in the candidacy period for one of the above credentials should apply for the Housing Examiner Trainee posting.
Qualifications
  • 12 months experience as a Housing Examiner Trainee and possession or candidacy period for a professional certification (SHCM, HCCP, NPCC, or TCS) and a valid driver’s license.
  • OR 30 months experience in affordable housing, tax credit industry and possession or candidacy period for a professional certification (SHCM, HCCP, NPCC, or TCS) and a valid driver’s license.
  • OR completion of undergraduate core program in accounting, business administration, or public administration; 6 months experience in affordable housing, tax credit industry; possession or candidacy period for a professional certification (SHCM, HCCP, NPCC, or TCS) and a valid driver’s license.
  • OR equivalent of the minimum class qualifications for employment noted above.
