Position: Tobacco Use Prevention & Cessation Program Manager (Health Planning Administrator 2 - PN 20013772)

What You'll Do

Job duties include:

  • Manage the statewide Tobacco Use Prevention, Cessation & Compliance Program.
  • Develop program goals, budgets, performance standards, and strategic activities.
  • Oversee grants, contracts, RFPs, and monitoring systems.
  • Review funding proposals and ensure compliance with state and federal guidelines.
  • Lead tobacco prevention, cessation, and compliance initiatives (Tobacco 21, Quit Line, Smoke Free Workplace).
  • Provide consultation, training, and technical assistance to staff and partners.
  • Ensure compliance with CDC grant requirements and oversee GRF funds.
  • Supervise staff, manage workflows, and support staff development.
  • Prepare reports, proposals, evaluations, and program documentation.
  • Serve as liaison to state and federal agencies and represent the program at meetings and conferences.
  • Support the Program Administrator with reporting, complaints, publications, and data‑driven programming.
Position Qualifications
  • 4 years experience in planning & administering health program(s), with experience to be commensurate with approved position description on file.
  • OR completion of graduate core program in public health, health administration, preventive medicine, social work, nursing or other health‑related field, or public policy & management/public administration or business administration AND 12 months experience in planning & administering health program(s), with education & experience to be commensurate with approved position description on file.
  • OR 12 months experience as Health Planning Administrator 1, 65245, with experience to be commensurate with approved position description on file.

    OR equivalent of Minimum Class Qualifications for Employment noted above.
