Office of Family Assistance
The Office of Family Assistance (OFA) provides policy, operational, technical assistance and training support for safety net programs that assist low‑income Ohioans. This includes cash assistance programs funded by the Temporary Assistance for Needy Families (TANF) Block Grant—Ohio Works First (OWF) and Prevention, Retention and Contingency (PRC)—as well as food assistance programs such as the Supplemental Nutrition Assistance Program (SNAP), the Summer Electronic Benefit Transfer (EBT) Program, the Commodity Supplemental Food Program (CSFP) and the Emergency Food Assistance Program (TEFAP).
It also manages Program Integrity and Adult Protective Services.
- Establish the state’s minimum standard of practice for programs such as TANF, OWF, PRC, SNAP, and Refugee Cash Assistance.
- Develop and present training to agency staff and County Departments of Job and Family Services on new initiatives and policy changes.
- Plan, organize, and participate in training conferences and workshops.
- Provide consultation and technical assistance in program development, evaluation, and revisions to CDJFS directors, administrators, and other staff.
- Monitor and evaluate assigned CDJFS operations to verify compliance with state and federal regulations, state hearing decisions, QA findings, and reporting requirements.
- Coordinate with other agency departments and employees to ensure uniformity in policy responses and technical assistance.
Full‑time. Standard workdays are Monday through Friday, hours between 7:00 a.m. and 6:00 p.m.

Travel required as needed. Applicants must have a valid driver’s license and either provide personal transportation or be able to operate a state vehicle.
Position NumberMinimum Qualifications- Option 1
- Completion of an undergraduate core program in social or behavioral science, health services public administration, public policy management, or a comparable field.
- 36 months of experience researching, developing, or implementing policies related to social services, health services, or public policy.
- 12 months of training or experience in research methodology, measurement & testing, analysis of variance, or survey sampling.
- 6 months of training or experience in using computer hardware and software for spreadsheets, statistical analysis, graphics presentation, and word processing.
- Option 2
- Completion of graduate coursework in social or behavioral science, health services public administration, public policy management, or a comparable field.
- 24 months of experience researching, developing, or implementing policies related to social services, health services, or public policy.
- 6 months of training or experience in using computer hardware and software for spreadsheets, statistical analysis, graphics presentation, and word processing.
- Option 3
- 24 months of experience as a Human Services Specialist 2 (69452) with duties commensurate with policy development in areas such as aid to dependent children, education, or training.
- Option 4
- Equivalent of any of the minimum class qualifications listed above.
This position is in the State of Ohio’s SEIU/1199 Pay Schedule, Pay Range 13. The starting salary is $36.01 per hour (Step 1). Salary increases to the next step after six months of employment and annually thereafter. The current step progression wages are:
- Step 1 – $36.01 per hour ($74,901 annually)
- Step 2 – $37.75 per hour ($78,520 annually)
- Step 3 – $39.64 per hour ($82,451 annually)
- Step 4 – $41.53 per hour ($86,382 annually)
- Step 5 – $43.56 per hour ($90,605 annually)
- Step 6 – $45.72 per hour ($95,098 annually)
- Step 7 – $47.95 per hour ($99,736 annually)
- Step 8 – $50.37 per hour ($104,770 annually)
Cost‑of‑living adjustments increase wages each fiscal year.
