The primary purpose of the Community Development Administrator classification is to manage grant components associated with providing grant funding to community agencies and projects, including contract construction, grant submissions, and award oversight. Provides training and technical assistance, reporting and program analysis.

Job Duties
  • Administer, implement, and oversee budgeting for HUD federal programs, including Community Development Block Grant (CDBG), Emergency Shelter Grant (ESG), CDBG‑R Stimulus, and Homeless Prevention and Rapid‑Rehousing Programs (HPRP).
  • Oversee the county HUD financial system (Integrated Disbursement & Internal Distribution System – IDIS) and complete the annual Action Plan to HUD.
  • Hold public hearings to solicit resident input on the Action Plan and any amendments.
  • Coordinate the development and submission of the Consolidated Plan (five‑year plan) to HUD.
  • Administer the county environmental review process for HUD grants.
  • Serve as liaison among federal, state, local, and county commissioners regarding HUD grants.
  • Construct sub‑recipient agreements, including performance measures, and manage the program request‑for‑proposal process, project evaluations, and status reports.
  • Provide technical assistance to citizens, nonprofits, and jurisdictions on program matters.
  • Facilitate planning and citizen participation elements of the program.
  • Ensure project eligibility, compliance with all regulations, and conduct program monitoring.
  • Oversee the development, construction, and implementation of infrastructure projects.
  • Maintain documentation and record‑keeping for the program.
  • Oversee the county fair housing sub‑recipient contract for adherence to federal policies and regulations.
  • Complete the semi‑annual minority business enterprise reports (procurement, labor standards).
  • Oversee the internal County Commission Community Development Advisory Board.
  • Complete the annual Consolidated Annual Performance & Evaluation Report (CAPER) – the HUD Grants financial report.
  • Perform program audits and plan activities for CDBG, ESG, CDBG‑R Stimulus, NSP, and HPRP programs.
  • Draft, execute, and manage contracts, agreements, and resolutions; present them to county administration and the Board of County Commissioners.
  • Supervise junior staff and maintain regular and predictable attendance.
Major Worker Characteristics
  • Knowledge of budgeting, accounting, and government structure and process.
  • Skill in operating equipment.
  • Ability to handle abstract and concrete variables, calculate fractions, decimals, and percentages, develop complex reports and position papers, and cooperate with coworkers on group projects.
Minimum Class Qualifications
  • Any equivalent combination of relevant training and experience, including but not limited to a Bachelor’s degree in management, human resources, criminal justice, finance, accounting, public policy, or related experience.
  • Five (5) years of experience in grant coordination and administration.

No special license or certification is required.

Supervisory Responsibilities
  • Assign, review, plan, and coordinate the work of other employees; provide instruction and maintain department standards.
  • Recommend discipline or discharge, act on employee problems, and approve transfers, promotions, or salary increases.
