Job DescriptionOhio EPA wants you to join our team as an environmental specialist with the Division of Air Pollution Control (DAPC) at our Central Office in Columbus, Ohio. We are looking for a motivated team player to assist DAPC in maintaining Ohio's air quality by coordinating the development, review, and implementation of Ohio's air rules and State Implementation Plans (SIPs).
Your tasks will include assembling air rule packages, conducting engineering analyses, preparing fiscal and summary documents, and reviewing rule packages for compliance to ensure smooth processing through the Joint Committee on Agency Rule Review (JCARR) and other agencies. You'll maintain a five-year review schedule for rules and keep the SIP library and rule making websites up to date. To keep the public informed and involved, you'll schedule public notices and public comment periods for proposed rules and SIP actions.
As you gain subject and program knowledge, you'll provide technical guidance on laws, regulations, and policies to other offices, local air agencies, the regulated industry and consultants, and the public. This position also offers the opportunity to collaborate with state, local, and federal partners in developing rule guidance and conformity determinations.
Key tasks include:
- Coordinate the process for developing and adopting Ohio's air rules.
- Track rules packages and coordinate processing within Ohio EPA and JCARR.
- Maintain a five-year review schedule for air rules.
- Assist with managing State Implementation Plans (SIPs).
- Oversee scheduling of public notices and public comment periods for rules and SIPs.
- Provide technical assistance to internal and external customers and interested parties.

Qualifications12 mos. exp. as Environmental Specialist 1, 85861. OR 4 yrs. trg. or 4 yrs. exp. in position involving engineering or chemistry, physics, biology, environmental science, geology or hydrogeology &/or other comparable physical or health science field &/or mathematics which included responsibility for conducting compliance monitoring surveys &/or inspections/reviews or investigations, or review of permit applications relative to oil & gas well operations or injection, annular disposal & saltwater injection wells & enhanced recovery projects or coal mining, or solid/hazardous waste sites or industrial & municipal wastewater dischargers, or collecting, compiling & preparing various environmental assessments, evaluations, reports & related documents.
Training & experience must be commensurate with duties to be assigned. OR baccalaureate degree in engineering, chemistry, physics, biology, environmental science, earth science &/or urban & regional planning, geology or other comparable physical or health science fields, with training to be commensurate with duties to be assigned.
